OVERVIEW:
As the Program Manager, you will serve as the senior leader responsible for the successful execution, operational performance, and strategic direction of a large-scale Intelligence Community (IC) program valued at more than $750 million. This role provides leadership across a complex mission environment focused on digital innovation, enterprise integration, software modernization, infrastructure sustainment, and technology transformation initiatives supporting critical national security objectives.
The Program Manager is accountable for all aspects of program execution, including cost, schedule, performance, workforce management, customer engagement, and contractual compliance. The successful candidate will lead a large, geographically dispersed workforce while partnering closely with government stakeholders, mission partners, and industry teammates to deliver innovative technical solutions and sustained mission outcomes.

GENERAL DUTIES:
- Lead all aspects of a $750M+ Intelligence Community program, ensuring successful execution of mission objectives, contractual requirements, financial performance, and customer satisfaction.
- Provide strategic leadership and oversight for program operations, sustainment activities, digital modernization initiatives, and enterprise technology integration efforts.
- Direct development and execution of comprehensive program plans, schedules, budgets, staffing strategies, and performance metrics to achieve mission and business objectives.
- Manage multiple integrated workstreams, technical teams, subcontractors, and mission partners across geographically distributed locations.
- Drive digital innovation and technology modernization efforts, including software engineering, cloud adoption, DevSecOps implementation, cybersecurity enhancements, infrastructure modernization, and emerging technology integration.
- Oversee software lifecycle planning and execution, ensuring alignment with mission priorities, operational requirements, and modernization roadmaps.
- Lead enterprise risk, opportunity, and dependency management activities while proactively mitigating technical, operational, financial, and programmatic risks.
- Direct sustainment operations, including supply chain management, obsolescence planning, technology refresh initiatives, asset lifecycle management, and operational readiness activities.
- Establish and maintain program governance processes, performance reporting, and executive-level communications to provide transparency and accountability to government stakeholders.
- Serve as the primary interface with senior government leadership, acquisition organizations, mission stakeholders, and industry partners.
- Lead, mentor, and develop a large multidisciplinary workforce consisting of program managers, engineers, software developers, cybersecurity professionals, systems administrators, and mission support personnel.
- Ensure compliance with applicable government regulations, security requirements, contractual obligations, and organizational policies.
- Deliver regular program status reporting, strategic recommendations, and performance assessments to Government Program Management Offices (GPMO) and executive stakeholders.
REQUIRED QUALIFICATIONS:
- Master's degree plus six (6) years of relevant experience; OR Bachelors degree plus ten (10) years of relevant experience; OR Associates degree plus twelve (12) years of relevant experience; OR Fifteen (15) years of relevant professional experience.
- Demonstrated experience managing large, complex DoD and/or Intelligence
- Community programs with responsibility for cost, schedule, performance, and workforce execution.
- PMP certification or equivalent program management credential.
DESIRED QUALIFICATIONS:
- Masters degree in Engineering, Computer Science, Information Technology, Systems Engineering, Business Administration, or a related discipline.
- Minimum 10 years of program management experience supporting DoD and/or Intelligence Community customers.
- Proven success managing large-scale mission programs with significant contract value, complex technical requirements, and diverse stakeholder communities.
- Experience leading digital transformation, enterprise integration, software development, cloud modernization, DevSecOps, cybersecurity, and mission IT initiatives.
- Demonstrated expertise managing complex multi-domain infrastructure environments and large technical teams.
- Strong leadership, communication, stakeholder engagement, and organizational management skills.
- Thorough knowledge of Intelligence Community and DoD policies, acquisition processes, operational sustainment practices, and government contracting requirements.
- Experience briefing senior government leaders and executive stakeholders.
