Concept Plus is seeking a Digital Experience Lead to provide authoritative direction and oversight for the organization's digital platforms, web services, and user facing applications. This role sets standards, ensures alignment with federal digital service and accessibility requirements, and leads a multidisciplinary team responsible for delivering secure, modern, and user centered digital experiences. The Lead drives modernization efforts, identifies opportunities to leverage emerging technologies-including AI enabled development and workflow automation-and implements practices that increase efficiency, improve code quality, and enhance the delivery of digital services.

What you'll do
- Provide strategic and operational leadership for the digital experience team, setting priorities, defining workflows, and ensuring alignment with mission goals and federal digital service expectations.
- Direct the design, development, integration, and sustainment of enterprise web platforms in accordance with accessibility standards, USWDS design principles, and established governance processes.
- Oversee Agile sprint execution, release planning, CI/CD pipeline operations, and enterprise code quality practices.
- Establish technical standards and review, approve, and guide solution architecture across multiple platforms.
- Partner with product owners and stakeholders to translate mission needs into requirements, manage scope, and address risks affecting delivery.
- Coordinate with UX/UI, analytics, and content teams to ensure user centered design, performance optimization, and cross platform consistency.
- Identify and implement process improvements, including the adoption of AI assisted tools for code review, refactoring, documentation support, and workflow automation.
- Ensure development of technical documentation, operational procedures, and knowledge sharing materials to support continuity and long term scalability.
- Monitor platform performance, security considerations, and industry trends to inform digital modernization strategy.
Required Qualifications
- US Citizen
- Ability to obtain and/or maintain a government clearance.
- B achelor's degree in Information Technology or a related field.
- Minimum 3 years leading a technical, development, or digital experience team, with demonstrated ability to direct multidisciplinary staff.
- At least 8 years of experience in senior-level web or application development roles.
- Proficiency in enterprise web development technologies, including ASP.NET, C#, HTML/HTML5, CSS, JavaScript, SQL, XML, and modern front end tools.
- Experience with CMS platforms, digital content workflows, analytics, and structured data implementation.
- Proven experience with Drupal development and architecture, along with broader experience across web/content platforms.
- Experience with API integrations, JSON/XML, DNS, and performance monitoring tools.
- Ability to troubleshoot complex, multi-platform technical issues and guide resolution.
- Strong communication, leadership, and team coordination skills.
- Experience working within Agile and DevOps environments emphasizing automation and continuous improvement.
Preferred Qualifications
- Experience implementing or supporting federal digital service frameworks (USWDS, 508 compliance, etc.).
- Experience applying AI assisted development tools or automation techniques in enterprise environments.
- Experience leading modernization initiatives or platform consolidation efforts.
- Prior experience in federal, defense, or public sector digital teams.
- Strong background guiding UX/UI delivery in alignment with user-centered design practices.
- Experience contributing to or managing governance processes for enterprise digital platforms.
- Familiarity with cloud environments, DevSecOps practices, or enterprise security considerations.
