Job Description

Overview

This position provides high-level mission and product support to the Program Manager (PM) and Product Support Manager (PSM) for the execution of duties as the Total Life Cycle Systems Manager. This role spans the entire acquisition and sustainment lifecycle, ensuring comprehensive planning, development, implementation, and management of affordable and effective weapon systems support strategies. The ideal candidate will apply expert knowledge of DoD and Air Force acquisition logistics policies to guide complex programs from materiel solution analysis through disposal.
Key Responsibilities:
Life Cycle & Product Support Strategy
  • Total Life Cycle Systems Management: Provide direct product support and assistance to the PM and PSM across all program phases (Materiel Solution Analysis, Technology Maturation and Risk Reduction, EMD, Production and Deployment, Operations and Support).
  • Documentation Development: Assist in drafting, modifying, and reviewing critical program documents, including Life Cycle Sustainment Plans (LCSP), Business Case Analyses (BCA), Post Production Support Plans (PPSP), Post Production Transition Plans (PPTP), and Transition to Post Production (TPP) documents.
  • 12 Product Support Elements: Apply the Air Force's 12 product support elements to program strategies, managing sustaining engineering, design interface, supply support, maintenance planning, support equipment, facilities, PHS&T, technical data, manpower, training, computer resources, and CPI protection.
  • Supportability Analysis: Evaluate support alternatives, conduct trade-off analyses (including RAM-C analyses), identify requirements for Support Equipment (SE) and training devices, and monitor supportability progress.
Diminishing Manufacturing Sources and Material Shortages (DMSMS) Management
  • Obsolescence Mitigation & Resolutions: Perform detailed, continuous analyses of sustainment-related DMSMS issues and identify, research, and recommend suitable replacement parts and mitigation options (e.g., life-of-type buys, engineering change proposals, technology insertion).
  • Parts Availability Research: Conduct rigorous parts availability research using specialized supply databases and industry tracking resources to anticipate component obsolescence before it impacts system readiness.
  • AT & MICAP Prioritization: Establish Anti-Tamper (AT) parts supply priorities and execute prompt resolution strategies for Mission Impaired Capability Awaiting Parts (MICAP) situations driven by obsolete or hard-to-source components.
  • SCRM Integration: Ensure all DMSMS mitigation strategies align with Air Force Life Cycle Management Center (AFLCMC) Standard Processes for Supply Chain Risk Management (SCRM) to secure the integrity of replacement components.
Supply Chain & Material Management
  • Policy Compliance: Maintain and apply active knowledge of AFI 23-101 (Air Force Material Management Policy), AFMAN 23-122 (Material Management Procedures), and DoDM 4140.01 Vol 6 (DoD Supply Chain Material Management Procedures).
  • Government Furnished Property (GFP): Complete GFP inventories, document findings, correct discrepancies timely IAW DAFMAN 23-119, and prepare/evaluate CDRL GFP Reports.
  • Parts & Material Sustainment: Support risk mitigation efforts regarding damage scenarios, recovery, rebuild, depot maintenance, production shutdown, and production asset disposition; manage logistical data of critical assets, insurance spares, and tooling.
  • IUID Compliance: Assist with Item Unique Identification (IUID) in compliance with MIL-STD-129/130.
Maintenance Planning & Integrator Support
  • Maintenance Strategy: Coordinate organic, contractor, and partnering support to establish depot-level and field-level maintenance concepts.
  • Technical Trade Studies: Perform Reliability-Centered Maintenance (RCM) program analyses, Level of Repair Analyses (LORA), aircraft battle damage repair studies, and Source of Repair Assignment Processes (SORAP).
  • Depot Activation: Support depot activation planning, track progress via the Integrated Master Schedule (IMS), and assist with inter-service screening and Interim Contractor Support (ICS).
Program Office & Administrative Support
  • Meeting Facilitation: Coordinate, setup, and facilitate Program Management Reviews (PMRs), Integrated Logistics Support Management Team (ILSMT) meetings, site surveys, and video teleconferences (VTCs).
  • Technical Data Management: Utilize government systems (e.g., IETMS, JCALS, EMall, D200, D043) to manage technical baselines, TOs, engineering drawings, and technical compliance TOs (AFTO Form 22).
  • Financial & Cost Management: Assist in performing Life Cycle Cost Management (LCCM), Design-To-Cost (DTC) programs, cost-benefit analyses, and budget planning (including Second Destination Transportation funding).
Systems & Tools Experience
  • Utilize, input data into, or analyze reports from a variety of government logistics, maintenance, and enterprise information systems. Familiarity with the following systems is highly preferred:
    • JCALS (Joint Computer-Aided Acquisition and Logistics Support)
    • IETMS (Integrated Electronic Technical Management System)
    • D043 (System Air Force Material Command Master Item Identification Database / D043 System)
    • D200 (Requirements Secondary Item System / D200 System)
    • EMall (DoD Federal Mall / FedMall)
    • PIEE / GFP Module (Procurement Integrated Enterprise Environment - Government Furnished Property)
    • PCARSS (Plant Clearance Automated Reutilization Screening System)
    • AMARG systems (Aerospace Maintenance and Regeneration Group tracking tools)
    • AVCOM / GIDEP (Obsolescence and DMSMS predictive monitoring systems)

Required Experience

One of the following combinations of education/experience:
    • Master's Degree (MA/MS), Twelve (12) years of experience in the respective technical/professional discipline, five (5) of which must be in the DoD.
    • Bachelor's Degree (BA/BS), Fifteen (15) years of experience in the respective technical/professional discipline, five (5) of which must be in the DoD.
    • HS Diploma, Twenty (20) years of directly related experience, eight (8) of which must be in the DoD.
  • Demonstrate proficiency in the use of Microsoft Office Applications (Outlook, Word, Excel, PowerPoint, SharePoint, and Teams), Adobe Acrobat, and applications for access to the worldwide web including Microsoft Edge.
  • U.S. Citizenship required; Ability to obtain and maintain a Secret security clearance required.
Preferred Qualifications
  • Prior experience managing DMSMS / obsolescence mitigation programs for DoD aerospace systems, including experience with DMSMS predictive tools.
  • Experience with Depot Source of Repair (DSOR) processes and activation.
  • Former USAF / DoD supply system experience specifically supporting aviation, aircraft weapon systems, or avionics repair and testing.
  • Working knowledge of Title 10 United States Code Section 2466 (50/50 rule regarding depot-level maintenance limits).
