Job Description

Responsibilities

Arcfield is seeking an experienced Senior Program Manager to lead and oversee major programs that support NSWC Crane's mission portfolios. This individual will focus on the overall planning, execution, and success of large, multi-year efforts, including systems development, research, and advanced technology initiatives critical to the activity's and agency's needs. The Senior Program Manager is responsible for program direction, definition, and long-range planning, driving successful outcomes by managing technical approaches, resources, milestones, budgets, and schedules. This position will require strong leadership and experience in a collaborative environment to deliver efficient and impactful solutions that align with NSWC Crane's objectives.

Key Responsibilities:

  • Oversee the planning, organization, and direction of large, highly complex programs consisting of multiple sub-programs or tasks.
  • Define and guide the overall program vision, technical approaches, and long- and short-term strategies to ensure mission success.
  • Lead negotiation and collaboration with agency and organizational personnel to secure and allocate resources, including personnel, technology, and funding, to meet program objectives.
  • Develop, establish, and continually monitor technical milestones, program schedules, budgets, and cost performance to ensure successful program execution.
  • Formulate and direct technical approaches across program teams, ensuring all activities align with customer and organizational goals.
  • Identify potential risks, manage mitigation plans, and track team/program performance to address issues or roadblocks proactively.
  • Serve as the primary point of contact for program stakeholders, including NSWC Crane and agency representatives, ensuring consistent communication and alignment with mission objectives.

Qualifications

Qualifications:

  • Bachelor's degree with 16-18 years; MS with 14+ years or a PhD with 10+ years' experience in a technical or managerial discipline.
  • Minimum of 15 years of professional experience in program or project management, overseeing large, complex, multi-year initiatives or efforts.
  • Must possess an active DoD Secret clearance, with the ability to obtain a TS clearance.
  • Proven ability to lead large-scale programs supporting systems development, advanced research, or technology initiatives in a defense or government-related environment.
  • Strong competency in resource planning, technical execution, and milestone-driven program management principles.
  • Demonstrated experience managing budgets, schedules, and cross-functional teams, ensuring compliance with organizational and agency standards.
  • Superior communication and leadership skills for engaging with cross-functional teams, organizational stakeholders, and agency representatives.
  • Familiarity with Department of Defense (DoD) requirements, processes, and NSWC Crane's mission areas is highly desirable.

Preferred Qualifications:

  • Project management certifications, such as Project Management Professional (PMP), Certified ScrumMaster (CSM), or Program Management Professional (PgMP).
  • Demonstrated success leading programs in Department of Defense (DoD) domains, particularly related to Electronic Warfare (EW), sensors, weapons systems, or tactical communications infrastructures.
  • Knowledge of Navy programs and operations, especially NSWC Crane's mission areas.
  • Familiarity with agile development and/or rapid acquisition techniques.
  • Experience with software and hardware lifecycle programs, including systems integration and sustainment.
  • Demonstrated ability to drive technology roadmaps and technical solutions to achieve results efficiently within scope, schedule, and quality constraints.

Equal Pay Act

This is the projected compensation range for this position. There are differentiating factors that can impact a final salary/hourly rate, including, but not limited to, Contract Wage Determination, relevant work experience, skills and competencies that align to the specified role, geographic location (For Remote Opportunities), education and certifications as well as Federal Government Contract Labor categories. In addition, Arcfield invests in its employees beyond just compensation.
