Job Description:
KBR is seeking a Security Controls Assessor Representative (SCAR) to conduct independent, comprehensive assessments of an information system's management, operational, and technical security controls in support of the Defense Health Agency (DHA) mission. This role ensures compliance with standards such as NIST 800-37 and Risk Management Framework (RMF), and makes a risk-based recommendation for Authorization to Operate (ATO) decisions.

Compensation: $147,200.00 - $220,800.00. The salary range posted is based on the national average. The offered rate will be based on contract affordability, the selected candidate's location, knowledge, skills, abilities, and/or experience, and in consideration of internal parity.

This role ensures compliance with standards such as NIST 800-37 and Risk Management Framework (RMF), and makes a risk-based recommendation for Authorization to Operate (ATO) decisions.
Roles and Responsibilities
- Perform independent risk assessments and provide recommendations to Authorizing Official (AO)
- Evaluate system architectures, enterprise networks, and cloud environments for security impact and compliance
- Lead RMF-based assessments (SAPs, SARs, POA&Ms, authorization packages)
- Advise program managers, senior DHA leadership, and stakeholders on system risk posture
- Support continuous monitoring and Ongoing Authorization (OA) processes
- Document findings, develop assessment plans, and deliver reports
- Collaborate with technical teams and non-technical stakeholders to communicate risks and mitigation strategies
- CISSP, CISM, CASP is desired
Basic Qualifications:
- A Bachelor's degree and 15 years of technical experience, or 18 years of technical experience
- Active Secret Clearance
- Minimum of an IAT Level II certification is required
Preferred Qualifications:
- IAT/IAM Level III certification is preferred
