Overview

The Project Manager p rovides robust and proactive project management to ensure all work performed is executed effectively and is responsive to the Office of Naval Research (ONR) Comptroller's Office Data and Analytics (D&A) Division.

Responsibilities

  • Serve as the single point of accountability for integrating all technical tasks, from the ingestion of diverse Government and commercial data sources to the secure sustainment of the cloud platform.
  • Implement a clear process for managing stakeholder requests, prioritizing the analytical and technical backlog, and ensuring clear, consistent communication with ONR leadership, technical staff, and end-users. deliver a Project Management Plan (PMP) in accordance with the Contract Data Requirements List (CDRL).
  • Support the Government in facilitating continuous improvement sessions, such as retrospectives, planning events, and daily stand-ups, where applicable and align/tailor process improvement tools and methodologies with Government objectives and specific needs of each functional section.
  • Establish and maintain an effective Quality Control Plan (QCP) that ensures all services and deliverables meet the performance standards and requirements outlined in the PWS. The QCP details methods for monitoring, inspecting, and verifying the quality of work performed. Use procedures for identifying and correcting deficiencies, preventing recurrence, and documenting quality control activities.
  • Responsible for the quality of all work, ensuring it complies with the terms of the contract prior to submission for Government acceptance. This acceptance is based on conformance to the performance objectives, timeliness, completeness, and compliance with applicable standards, regulations, and requirements as specified in the contract.
  • Prepare and present regular program reviews, performance metrics, and executive-level for client and company briefings.
  • Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on-contract growth.
  • Support capture, proposal, and business development activities related to follow-on and adjacent Client opportunities.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provide high level program management, budgeting, scheduling, trade-off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
  • Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
  • Ensures the manning and training of the contract staff is adequate for meeting the deliverables.

Qualifications

Required:
  • Bachelor's Degree in Management or IT related degree with 10 years experience
  • Senior level experience and be well versed in Information Technology practices
  • Possession of a Project Management Professional (PMP), Certified ScrumMaster (CSM), or SAFe Agilist (SA) certification.
  • Experience serving as the Project Manager on at least one (1) contract with an annual value over $5M or a team size over fifteen (15) personnel that explicitly included Cloud Infrastructure, Data Analytics, and Agile software development components.
