Job Description

Duties

  • Works with the Division Chief in planning, organizing, and overseeing the activities of the Division. Formulates program goals, plans, policies, and procedures and work plans dealing with the development and operation of command-wide manpower functions and activities; participates in providing both technical and administrative direction to subordinate branch chiefs and through them their assigned nonsupervisory employees.
  • Participates with the Division Chief in the exercise of supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
  • Directs and/or leads broad studies involving major manpower programs and policies that affect all major command missions. Studies concern such areas as actions related to Base Realignment and Closure (BRAC), managing the Secretary of the Air Force (SECAF) directed initiatives; directing competitive sourcing and privatization initiatives; implementing the Weapons Systems Cost Reduction program; implementing manpower and organizational aspects of the mission-ready technician program; implementing organizational structure initiatives; facilitating the MAJCOM's Performance Management Program; and/or implementing the Manpower Programming and Execution System (MPES) for the command.
  • Serves as the command focal point for resource allocation and control and maintains effective liaison with HQ USAF program monitors and the Air Force manpower resource controller to assure accurate and equitable allocation to the command. Represents the division at higher levels within the organization and at conferences with HQ USAF, DOD, and other agencies. Meetings and conferences in many cases are to resolve manpower and organization matters and to ensure concerted action by involved parties.

Qualifications

Conditions of Employment Continue:
1. Work may occasionally require travel away from the normal duty station on military or commercial aircraft/ vehicle to conferences, meetings, or functions away from the duty office/location. Travel may include overnight stays.

2. This position is emergency essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment.

In order to qualify, you must meet the specialize experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, for Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes includes knowledge of the planning, programming, budgeting and execution system as it applies to the Air Force budgeting process; knowledge of qualitative and quantitative techniques to apply DoD, Joint, and Air Force management engineering principles, competitive sourcing, and capability based manpower determinant principles, concepts and methodologies; planning, organizing, and directing the functions and supervising, mentoring, motivating, and appraising the staff of an organization through subordinate supervisors/team leads; applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems concerning efficiency and effectiveness of program operations.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of qualitative and quantitative techniques to apply DOD, Joint, and Air Force management engineering principles, concepts, and methodologies and financial management directives, concepts, procedures, guidance, and policy.
  • Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff guidance and/or conduct studies to determine manning and skill levels to staff organizations at subordinate installations.
  • Knowledge of manpower resource management principles and techniques as they relate to base realignment and/or closure, contracting out, and in sourcing studies.
  • Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
  • Ability to analyze, plan, and adjust work operations of subordinate organizational segments to meet program requirements and objectives within available resources.
  • Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy.

  • PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
