Job Description

Duties

  • You will be responsible for the supervision/management of a team of facilities planners, developmental planners, Real Property Accountable Officers (RPAO), Geographic Information Systems (GIS) professionals, and Community Planning Liaison Officers.
  • You will be responsible for planning work for subordinates, setting and adjusting short-term priorities, ensuring work is properly inducted, and preparing schedules for completion of work; assigning work to subordinates based upon priorities
  • You will be responsible for developing plans of accomplishment, resource requirements, and schedules. Assists in developing and executing the annual requirements and budget impacting the Real Property Management Branch
  • You will serve as a Government Official in the selection of contractors to provide products and services, prepares statements of work, and government estimates to ensure that actions are conducted as required.
  • You will be responsible for managing NSA Annapolis' real property portfolios and shore facility planning systems, and assuring facility and land use aligns with the installation's mission requirements.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
  • You will be required to possess, obtain and maintain a current valid United States driver's license.
  • You will be required to obtain and maintain a SECRET security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
  • Must be able to successfully complete all training courses identified on NAVFACNOTE 1500 Mandatory Training Schedule Annual Notice within prescribed timeframe.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Candidates must possess extensive experience managing real property portfolios and shore facility planning systems, including utilizing esystems to develop facility requirements and planning documents that drive facility and land use in alignment with the installation's future mission requirements. 2.) Candidates must demonstrate the ability to develop long-term shore infrastructure strategies and provide clear, cost-effective policy guidance by integrating diverse technical and management resources. 3.) Applicants need proven experience representing the organization and engaging with federal, state, local, and public stakeholders to negotiate agreements, build consensus, and resolve complex land use or encroachment issues. 4.) Candidates must demonstrate proficiency in formulating budgets, adjusting resource and staffing allocations, and providing technical oversight for federal acquisition processes, including preparing statements of work and ensuring compliance with the Federal Acquisition Regulation and the Defense Federal Acquisition Regulation Supplement.
