Duties
- Performs work planning responsibilities. Plans use of workers, equipment, facilities, and materials on a daily or by project basis and schedules work according to established standards.
- Performs work direction responsibilities. Assigns work to individuals and provides technical direction and/or help in accomplishing difficult work steps and processes.
- Performs administration responsibilities. Develops standards for workers relating to quality and quantity of work. Advises employees of performance expectations and explains new work techniques, as required.
- Provides a work environment that is free from all forms of discrimination, harassment, and retaliation. Supports the agency's EEO program through allocation of personnel to participate in community outreach and recruitment programs, ensures full cooperation of employees with EEO office officials.
- Ensures education in, compliance with, and practice of security directives, good safety, and health habits in all work areas.

In order to qualify, you must meet the quality level of experience requirements described in the Office of Personnel Management (OPM) Qualification Standards Handbook X-118C.
QUALIFICATIONS: Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C for the WG 4200 PLUMBING AND PIPELIFTING GROUP. Although a specific length of time and experience is not required for most blue-collar positions, you must meet any screen-out element listed and show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on the quality of experience, not necessarily the length of time.
The screen out element for this position is the ability to supervise as a PIPEFITTER SUPERVISOR without more than normal supervision.
JOB ELEMENTS: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Knowledge of a wide range of principles, processes, and techniques of trade(s) and/or craft(s) supervised and personnel management policies, practices, and procedures, including sexual harassment and Equal Employment Opportunity/ Equal Employment Treatment. Knowledge of safety regulations, practices, and procedures. Knowledge of the use and maintenance of hand and power tools, equipment, and precision measuring and /or test equipment common to trades supervised. Ability to plan and organize work assignments to include determining resources required to accomplish mission. Ability to communicate effectively, both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- The work will require the employee to drive a motor vehicle. An appropriate, valid driver's license will be required for the position. Must obtain and maintain a Secret security clearance.
- The work required the employee to report for scheduled or call back shifts regardless of time of day or weather conditions. This is a drug testing designated position. The incumbent is subject to random testing for drug use.
- Work may require employee to work a non-standard schedule and may require employee to work overtime. Work may require occasional travel away from normal duty station via military or commercial aircraft.
- Work requires employee to obtain and maintain the appropriate State of Alaska, Department of Environmental Conservation water distribution and wastewater collection operator certification as soon as practicable.
- Work requires employee to enter and perform tasks in permit and non-permit confined spaces that contain high pressure-high temperature steam and condensate mains, water distribution mains, and wastewater collection mains.
- Work requires employee to wear appropriate respiratory protection and personal protective equipment during activities requiring this protection. Work requires employee to support and participate in established resource and force protection programs.
- Employee must often work in hot, dark, dirty underground utility corridors (utilidors). Work often involves bending, standing, climbing, kneeling, and lifting heavy (more than 50 pounds) objects.
- Work requires employee to use computer-based information management systems including personal computers, local and wide area networks, programmable process control hardware and software, and office suite applications software.
- THIS IS A KEY POSITION. Incumbents must be removed from their military recall status if alternatives for filling the position during an emergency are not available (AFI 36-507).
