Job Description

Duties

As a HR SPEC, GS-0201-9, you will perform the following duties:

Provides counseling to management, employees, annuitants, and family members of deceased employees by interpreting, applying, and explaining retirement and insurance laws, regulations, and policies on available retirement insurance benefits, death benefits, entitlements/options. Researches and interprets appropriate regulations to provide advice to employees concerning reinstatement of insurance, conversion of life insurance and features of the programs and options associated with retirement. Assist employees in the preparation of retirement applications and related documents and forwards to the Army Benefits Center Civilian (ABC-C). Determines type of separation and completion of eOPF maintenance for documents. Maintains a current knowledge of legislative development, agency reorganizations and other pertinent activities that may have an impact on management and employees. Provides technical guidance and assistance in the development and implementation of benefit program changes and open seasons. Determines entitlement to retirement annuities, eligibility for continuation of life and health insurance. Provides technical advice to personnel on a variety of programs such as health and life insurance and Thrift Savings Plan (TSP). Provides initial overview to new employees on the benefit programs available to them.

Provides technical assistance and guidance to employees, supervisors, and managers on identifying training needs, training opportunities, and sources of training. Collaborates with the senior HRD in training and development activities, if applicable. Processes training request forms and training documentation. Updates completed training in Automated Civilian/Military Personnel Systems. Provides guidance to supervisors on planning job-related career development activities. Familiar with self-development activities, eligibility requirements, and regulatory requirements. Provides guidance to supervisors in the completion of Individual Development Plans and training documentation. Aids supervisors on employee training program requirements. Provides information on available training, clarifies eligibility requirement, and application procedures. Manages the planning and facilitating commercial in-house training. Helps determine and prioritize training needs assessment. Collaborates with Senior HRD, if applicable, with publicizing local courses and resource training opportunities.

Reviews incoming requests for classification and personnel actions through the use of an automated personnel system. Coordinates personnel actions with the appropriate Human Resources Specialists, as necessary. Researches the requests to determine if requested positions are covered by any special provisions. Assists with or implements classification releases and related manpower changes. Creation of new position descriptions (PDs) requires additional coordination with higher level such as the National Guard Bureau (NGB). Provides guidance, advice, and review on compliance with policy and regulation and the process for new or unique requirement requests. Makes recommendations regarding appropriateness of requests to the supervisor or higher-level Classification Specialist. Performs position classification and position management duties of positions covered by the State. This includes consulting with manager/supervisor on needs for the position, assisting with job analysis when needed, writing an evaluation statement, and determining the title, series, and grade of the position. Advises on classification impact when changing or creating duty assignments. Ensures position structures achieve the optimum balance between economy, efficiency, skills utilization, and employee development. Restructures positions to grades below journeyman level for staffing, trainee, and upward mobility purposes. Using appropriate classification standards prepares and classifies statements of differences and amendments to standard position descriptions as required. Responsible for maintaining full-time manning documents. Reviews and updates competitive level and Bargaining Unit codes as needed. Completes builds/corrections when necessary, ensuring the accuracy of the State's personnel organizational hierarchy within the automated personnel systems.

Qualifications

GENERAL EXPERIENCE :For positions for which individual occupational requirements do not specify otherwise, general experience is 3 years of progressively responsible experience, 1 year of which was equivalent to at least GS-4, that demonstrates the ability to:
  • Analyze problems to identify significant factors, gather pertinent data, and recognize solutions;
  • Plan and organize work; and
  • Communicate effectively orally and in writing.
  • SPECIALIZED EXPERIENCE : 1 year equivalent to at least GS-7. Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements.
