Job Description

Duties

  • Recommend cost limitations to be imposed based on the reasonableness of profit or fee.
  • Provide cost breakdowns to determine applicability of contracts.
  • Negotiate adjustments of the contract price.
  • Recommend provisions for progress or advance payments to supplement the contractor's working capital.
  • Administer advance or progress payments to minimize risk to the government.
  • Serve as Field Pricing Specialist for on-site audits at contractor's plants.
  • Maintain contact with representatives of contractors and various Defense Department Administrative and Audit Agencies.
  • Monitor post award review of small purchase actions for preceding quarter.
  • Prepare Termination Notices to terminate contracts for convenience of the government.
  • Coordinate with Termination Contracting Officers to Negotiate settlements agreements.

  • Must be able to obtain and maintain a Secret security clearance. If the security clearance is denied or revoked, the individual may be denied or removed from the position, accordingly.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Contracting Certification within 36 months of entrance on duty.

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

OR

Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.

GS-11 Specialized Experience: One year of specialized experience which includes 1) Analyzing cost/financial data contained in proposed contracts; 2) Developing cost breakdowns to determine price reasonableness; AND 3) Analyzing contractor's financial data to determine the need for government financing. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09).

OR

Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: natural sciences, social sciences, languages and humanities, communications, education, engineering and technology, business, computers and math, healthcare.

GS-11 Education can be substituted for experience.

GS-11: Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

GS-12 Specialized Experience: One year of specialized experience which includes: 1) Performing price/cost analysis of proposed contracts; 2) Preparing price recommendations to negotiate contracts; AND 3) Analyzing contractor's estimated proposal costs for reasonableness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

GS-12 Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
