The incumbent must obtain DoW Security Cooperation Workforce (SCW) Basic/Foundational level certification within one year of hire. This position requires at least one year of successful Security Cooperation experience with a performance appraisal rating of 3 or higher, alongside 40 hours of continuing education (CUE) every two years.

- Provides senior-level technical leadership for Office 365, Power Platform, Sharepoint Online and associated enterprise technologies.
- Serves as a lead developer, architect, and often as Agile Scrum Master for assigned teams.
- Identifies policy needs and priorities, establishes development agendas, and prepares metrics to measure policy effectiveness.
- Collaborates with internal and external subject matter experts to plan, execute, troubleshoot, and sustain technologies.
- Provides enterprise leadership for DSCA's API service, ensuring harmonized integration of systems, platforms, and business processes across the organization.
- Leads agency-level planning, policy development, performance analysis, and organizational integration activities in support of enterprise IT strategy.
- Oversees the architectural design, modernization planning, and life cycle management for DSCA's O365/DoW365 and API environments.

- Leading the planning, design, development, implementation, testing, sustainment, and management of enterprise information technology applications and solutions. Demonstrated expertise administering and developing solutions within Microsoft Office 365 (O365), including SharePoint Online, Power Platform (Power Apps, Power Automate, Power BI, and Power Virtual Agents), and SharePoint Framework (SPFx). Experience developing, integrating, and maintaining Application Programming Interfaces (APIs) to support business processes, system interoperability, and data exchange across multiple platforms. Skilled in gathering customer requirements, translating business needs into technical solutions, managing application lifecycles, troubleshooting complex system issues, implementing security and governance controls, and providing technical leadership for modernization and digital transformation initiatives in a large organizational environment. Experience leading cross-functional teams, coordinating testing and deployment activities, and ensuring solutions comply with organizational IT policies, cybersecurity requirements, and industry best practices.
