Job Description

Purpose and Impact:

This position is contingent upon award of contract, business needs, security clearance verification, and funding availability. We are seeking a Senior-Level Counterintelligence Specialist to support various locations. The ideal candidate will need to do the following. Identifies, monitors, and assesses foreign intelligence efforts attempting collection of sensitive national security information on U.S. persons, activities and interests, including threats posed by emerging technologies to U.S. operations and interests. Applies understanding of foreign intelligence capabilities/ activities and U.S. and foreign partner CI capabilities and TTPs for in-depth analytic research and production of all-source CI studies and contributes to developing CI strategies. Conducts, develops, produces, and presents programs of instruction in specified collection operations TTPs, and related or supporting processes, relevant to the various human intelligence and technical intelligence operations under DoD authorities. Graduate of in-residence Fundamentals of Intelligence Analysis course or Military Service equivalent.

Work Schedule: Standard 40-hour work week between 0600 and 1800, Monday through Friday. Ability to work shift work if necessary.

Essential Responsibilities:
  • Responsible for engaging on behalf of J2X CI with U.S. CI officials in the National Capital Region (NCR) in furtherance of the global OFCO portfolio.
  • The NCR-based contract employee will be responsible for synthesizing J2X CI compiled data, which has been examined through the OFCO lens, to a point of actualization.
  • Serve as a CI planner, the contract employee will be responsible for identifying USIC reporting and analysis which can be packaged into Concept of Operations (CONOP) for OFCO executors to pursue or used to enhance existing projects.
  • Responsible for examining the global OFCO portfolio for areas of better U.S. IC collaboration, pursue maximum return on resource investment, and mitigate risks to interconnected activities.
  • Serves as the primary interlocutor for the strategic integration of the DoD OFCO portfolio with NCSC, in order to meet National and DoD CI Strategy, in an intentional and deliberately planned methodology.
  • Prepares written correspondence and associated documentation for all engagements; updating J2X CI in a timely manner.


Minimum Requirements (Knowledge, Skills, and Abilities):
  • Possess basic CI agent training or law enforcement equivalent as well as training and/or experience in the conduct of Offensive CI Operations.
  • Must be able to be cleared for access to a Special Access Program.


Security Clearance Required:
  • TS/SCI. Ability to take a poly if requested


Minimum Education:
  • Graduate of in-residence Fundamentals of intelligence Analysis course or Military Service equivalent.


Minimum Years of Experience:
  • Must possess 10+ years' experience in Cl Offensive Operation, as a planner, strategic effects officer, and/or case officer, demonstrating success in driving activities from the concept to active stage.


Preferred Qualifications:
  • Completion of the DoD Planner Course and/or the Advanced Foreign CI Training Course, or equivalent, is highly desired.


This position is not designated as a safety sensitive position.
