Specialized Experience:
Applicant's resume must have at least one year of specialized experience equivalent to the NH-03 (or GS-13 equivalent) level in the Federal Service which includes: 1). Evaluating procurement statutes and regulations to conduct acquisition compliance reviews; 2). Coordinating contract planning, solicitation, pricing, negotiation, and management functions for command contracting programs; and 3). Communicating with high-level officials to provide contracting recommendations that affect the content, interpretation, or development of complex, long-range, or interrelated contracting programs.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent grade level).
This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, Demonstration jobs in level NH-IV of broad banding encompass the traditional GS-14 through GS-15 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.

- Serves as a Supervisory Contract Specialist (Branch Chief), overseeing the daily operations of the acquisition branch.
- Responsible for contract negotiations, awards, modifications, management/administration, and terminations encompassing diverse and extremely complex types of contracts (applying new and advanced contracting concepts).
- Responsible for understanding and actively supporting the Command's Affirmative Action/EEO Program, ensuring EEO principles are reflected in all aspects of personnel management.
- Plan work to be accomplished by subordinates sets and adjusts short-term priorities, and prepares schedules for completion of work.
- Uses project/program team leaders, group coordinators, committee chairs, or comparable personnel to direct, coordinate, or oversee work.

- This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one-year probation to assess your ability to perform supervisory duties is required unless previously completed.
- Appointment to this position is subject to a one-year probationary period as described in 5 CFR Part 315 unless previously completed with Army. While probationary, the incumbent can be terminated with limited appeal rights.
- This position is Special-Sensitive -requiring a Top-Secret security clearance or Special-Sensitive-Top Secret security clearance with Sensitive Compartmented Access and personnel must pass a drug screening prior to hiring and thereafter.
- This position requires signature of DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program) and must pass urinalysis testing prior to placement.
- Financial Disclosure Statement OGE Form 450 is used to assist agencies and employees to avoid conflicts between duties and financial interest. This position requires pre-employment financial disclosure and annually thereafter.
- Acquisitions Back To Basics Certifcation: This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for (Contracting Professional-C) certification within 36 months as of entrance on duty.
- Selectee must obtain the highest Career Category Level of certification in the assigned Career Category/Functional Area. The exception is Program Management, which requires Practitioner or higher Career Level certification.
