Time in Grade:
For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade, in the Federal Service.
Specialized Experience: Applicants must have 52 weeks of specialized experience at the GS-13 level or equivalent under another pay system. Specialized experience is defined as demonstrated ability developing and managing organization wide writing or communication programs that improve the clarity, accuracy, and professionalism of written products. Experience also includes applying expert writing, editing, instructional, and adult learning principles to design, develop, and deliver training, workshops; planning and evaluating programs or initiatives by establishing goals, determining resource requirements, coordinating with internal and external stakeholders, monitoring progress, and assessing outcomes to inform improvements; conducting studies, developing evaluation methods or metrics, analyzing results, and preparing reports or briefings that communicate findings and recommendations to senior leadership.
You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions: http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp.
Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

- Develops and manages an agency-wide writing improvement strategy that enhances clarity, accuracy, and professionalism throughout DoW OIG written products.
- Identifies and manages resource requirements (staffing, funding, and instructional support) and monitors utilization to ensure effective execution of the writing program.
- Applies expert knowledge of writing, editing, plain language- principles, and adult learning theory to develop instructional content and guidance.
- Develops and delivers instruction, workshops, and writing skill- building- sessions at the DoW OIG headquarters and its field locations in the continental United States and overseas.
- Develops performance metrics, analyzes participant feedback, and measures application of writing principles across organizational products.
- Prepares reports and delivers briefings to senior leaders with findings, trends, and recommended program enhancements.

- Must be a U.S. Citizen.
- Position has been designated as Non-Critical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

- Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoW OIG.
- Current DoW civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
