Job Description

Duties

  • You will provide comprehensive business management services integrating people, processes, and technology.
  • You will perform budget planning and execution, Program Objective Memorandum (POM) coordination and completion, and contraction and administrative support for the ashore and afloat workforce.
  • You will perform metric analysis for the afloat workforce.
  • You will direct work that includes CONUS and OCONUS pre-solicitation phase of forecasting requirements.
  • You will attend operational planning committee (OPC) meetings to determine the need for subsistence, quarters, and transportation requirements for shipyard availabilities and nucleus crew requirements.
  • You will ensure employees are resolving problems by gathering facts, determining remedies, and initiating remedial actions in order to find and provide a solution.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience developing and managing all aspects of afloat and ashore budgets, to include Program Objective Memorandum (POM) planning, formulating budget needs, and executing funds in compliance with fiscal policy and program goals.
  • Experience analyzing financial data, obligation rates, and long-range spending trends to identify discrepancies, develop executive-level reports, and provide recommendations to leadership on budget execution and mission readiness.
  • Experience serving as a subject matter expert on the administration, management, and execution of government contracts, including reviewing Statements of Work (SOW), tracking expirations, and utilizing procurement management tools.
  • Experience supervising a team of analysts, including assigning work based on priorities, developing performance standards, evaluating work products, and managing subordinate training and development.
  • Experience using government financial and procurement systems to oversee invoice payments, process funding documents, manage purchase card programs, and ensure the accurate commitment and execution of the budget.
  • Experience serving as an advisor on Continuous Process Improvement (CPI) and Quality Management System (QMS) matters, including conducting analyses, making recommendations for changing business processes, and overseeing the implementation of management-approved changes.
  • Experience advising and persuading senior program managers and command leadership on budgetary matters, justifying findings, and negotiating solutions to advance the fundamental goals of the organization."
