Job Description
The contractor has recently secured an award on a multi-award IDIQ (program) that will serve to identify and ensure the safe welfare of vulnerable populations. This position will serve as the primary point of contact to the Government stakeholders, ensuring the program meets all operational performance, reporting, staffing and compliance objectives. The Program Director will report directly to the Delta Point Program Manager who has ultimate responsibility for the welfare of the program, inclusive of all internal program management functions.

Essential Duties
The Program Director will be responsible for the following primary functions:
Operations Management:
- Execute all operational requirements defined in the program's Performance Work Statement (PWS) and ensure full alignment with contract expectations, reporting directly to the Delta Point Program Manager.
- Serve as the primary point of contact to the Government stakeholders, ensuring the program meets all operational performance, reporting, staffing and compliance objectives.
- Oversee and continuously improve Delta Point's unaccompanied alien children (UAC) or former unaccompanied alien children (F)UAC case management workflow and Standard Operating Procedures (SOPs).
- Develop and enforce policies and procedures for case triage and reassignment, including performance-based distribution of workload.
- Analyze operational data to optimize production, i.e., current and forecasted workload capacity, current and forecasted case load (inputs) and performance metrics.
- Manage operational interfaces and relationships with billable subcontractors (partners), ensuring compliance with subcontract requirements and delivery of high-quality outcomes.
- Provide Tier 2 and Tier 3 operational support to billable subcontractors (partners) Supervisors, resolving escalated issues and guiding execution.
Quality Management:
- Maintain and optimize Delta Point's quality control framework across internal staff and subcontractors, inclusive of the Quality Management Plan (QMP), reporting directly to the Delta Point Program Manager.
- Oversee development and maintenance of training materials to ensure consistent program execution.
- Oversee the execution of the "Train the Trainer" functionality, i.e., ensuring each billable subcontractor (partner) receives the training they require to be able to train their respective case workers.
- Execute and report on quality control processes, ensuring compliance across Delta Point and subcontractor operations.
Program Management (Delta Point):
- Monitor, measure, and communicate subcontractor performance; ensure performance issues are addressed at the organizational level.
- Support the Delta Point Program Manager in budgeting, compensation analysis, and execution of program financial objectives, including program budgeting and forecasting.
- Ensure operational staff compliance with Delta Point human capital (HC) policies and support the Delta Point Program Manager in addressing HC-related matters.
- Enforce Delta Point program employee and billable subcontractor (partner) adherence to timekeeping, expense reporting, and reimbursable travel requirements.
- Provide regular performance reporting and operational insights to the Program Manager for all supporting resources.
- Serve as Product Owner for program-related IT capabilities, defining requirements and guiding system enhancements.
Work Environment

- Fast-paced environment supporting nationwide program operations.
Requirements
The selected candidate will possess the following experience:
- Bachelor's degree in Social Work, Criminal Justice, Sociology, Human Services, or related field (experience cannot be substituted for degree).
- Minimum of 10 years of relevant experience in social services or program management.
- Managing large-scale programs and leading multidisciplinary teams.
- Working with vulnerable populations or case management programs.
- Using case management systems and reporting tools to track, manage, and analyze data for effective case oversight and performance reporting.
Desired Qualifications
While not required, the following experience is considered highly valuable for successful performance in this position.
- Advanced degree in a related field.
- Experience supporting federal contracts (DHS, ICE, or similar).
- Experience and ability to perform data collection and analysis, leveraging open source AI-based tools (e.g., ChatGPT, Claude, CoPilot, etc).
- Developing, applying, and monitoring quality assurance and compliance frameworks to ensure consistent standards and regulatory alignment.
- Handling sensitive and confidential information in accordance with established policies and standards of conduct.
Conditions of Employment

Appendix - Citizenship / LPR Detailed Requirements:
To ensure adequate background investigative coverage, contractor applicants/employees must / are required to:
- Currently reside in the United States or its Territories, and
- Have resided within the United States or its Territories for three or more years out of the last five (ICE retains the right to deem a contractor applicant/employee ineligible due to insufficient background coverage).
- Note: This timeline is assessed based on the signature date of the standard form questionnaire submitted for the applied position.
Contractor employees falling under the following situations may be exempt from the residency requirement:
- Work or worked for the U.S. Government in foreign countries in federal civilian or military capacities, or
- Were or are dependents accompanying a federal civilian or a military employee serving in foreign countries so long as they were or are authorized by the U.S. Government to accompany their federal civilian or military sponsor in the foreign location, or
- Worked as a contractor employee, volunteer, consultant or intern on behalf of the federal government overseas, where stateside coverage can be obtained to complete the background investigation, or
- Studied abroad at a U.S. affiliated college or university, or
- Have a current and adequate background investigation (commensurate with the position risk/sensitivity levels) completed for a federal or contractor employee position, barring any break in federal employment or federal sponsorship.
