Job Description

Duties

  • Serve as a coordinator for the Engagement and Integration team and Theater Security Cooperation (TSC) expert for prioritization.
  • Implement the synergy of U.S. Southern Command (USSOUTHCOM) activities with the primary purpose of building partner nation capacity and cooperation through the TSC Strategic Planning Process.
  • Perform audit of TSC reporting requirements to determine compliance with TSC program and administrative policies and regulations.
  • Assess staff utilization to evaluate effectiveness of TSC program administration.
  • Advise personnel regarding changes to organizational structures, charts, missions, and functional statements to implement reorganizations TSC program administration to reduce or eliminate functional overlap among the enterprise.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position is designated Critical-Sensitive (5) requiring a TOP SECRET security clearance with access to Sensitive Compartmented Information (SCI).
  • This position is designated Tier 5, Special Sensitive, High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019 and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug-Free Federal Workplace Program in accordance with AR 600-85.
  • Signing of a DA Form 5019 acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position.
  • Those individuals not currently occupying a TDP position must successfully complete a pre-appointment drug test prior to being placed into this position and periodically thereafter.
  • Position requires travel up to 15% of the time.
  • Incumbent may be required to work rotating shifts.
  • SCW: SC2F3 - This is a Key Security Cooperation (SC) position based on the duties and responsibilities.
  • The position requires DoD SC Workforce (SCW) Certification. The incumbent must complete certification related training requirements in the SC Functional Area (FA) within the timeframe associated with the position's SCW certification level.
  • SC Policy and Resourcing (FA) Practitioner Level
  • 1 year (Awareness/Foundational); 2 years (Practitioner, Expert/Advanced); and complete certification-related continuous learning requirements IAW the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384.
  • Incumbent of this position is required to comply with all Department of Defense, Defense Security Cooperation Agency, and Department of the Army requirements of the SCW certification program.

Specialized Experience: One year of specialized experience which includes 1). Evaluate strategic engagement opportunities to set priorities for Theater Security Cooperation (TSC) program objectives; 2). Enhance partner nation capacity and cooperation through security cooperation programs and planning processes; and 3). Coordinate with security cooperation offices to develop and execute engagement strategies and programs.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12 or above).
