 Strategic Analysis, Inc. (SA) Is actively seeking an Innovative Solutions Offering (ISO) Coordinator to support the Advanced Research Projects Agency for Health (ARPA-H) Small Business Program


Roles and Responsibilities:



• Support the Small Business Program Manager in the coordination and execution of small business innovation activities, including outreach, solicitation support, proposal tracking, and post-award follow-up.

• Assist with activities across the SBIR/STTR lifecycle, including topic development support, solicitation coordination, proposal tracking, review coordination, award support, and post-award progress monitoring.

• Maintain and manage pipelines of potential projects, solution summaries, and proposal opportunities, ensuring they are reviewed, prioritized, and advanced in alignment with small business office mission needs. Help ensure continuity across multiple parallel efforts and deadlines.

• Maintain tools, trackers, dashboards, and workflow systems to ensure effective management of small business opportunities and program metrics.

• Establish, refine, and maintain processes for soliciting, reviewing, and managing incoming opportunities, proposals, and small business engagement activities.

• Serve as a liaison among internal teams, subject matter experts, and external stakeholders to enable collaboration and efficient information flow.

• Develop and maintain timeline for awards, keeping project on track for timely completion, and coordinating with both contracting partners and technical teams to ensure a smooth process.

• Provide process guidance to Program Managers and technical teams throughout the solicitation process.

• Coordinate within the small business program office and across internal stakeholders to support cost proposals, technical evaluations, project schedules, and milestone tracking.

• Conduct preliminary analyses of proposals and opportunities to assess alignment with solicitation priorities, in conjunction with other small business staff

• Coordinate with subject matter experts and leadership to support technical reviews, briefings, presentations, and decision support materials.

• Build and maintain working relationships with program managers and program staff involved in the development and execution of small business initiatives.

• Actively participate in brainstorming sessions, process improvement efforts, and problem-solving activities to include developing lessons learned.

• Provide general coordination, briefing support, documentation support, and administrative support as needed.
Requirements:



• Minimum of 2–3 years of experience in project coordination, contracting, procurement, innovation management, or similar roles in a government, research, healthcare, or technology-focused environment.

• Experience supporting a government research agency or related Federal innovation environment, such as ARPA-H, DARPA, IARPA, ARPA-E, HSARPA, ONR, R&E, AFRL, or similar; ARPA experience preferred. 

• Experience supporting the development or coordination of acquisition and solicitation documentation such as RFIs, sources sought/special notices, or similar materials.

• Demonstrated ability to track metrics effectively and manage multiple concurrent projects and tasks in a fast-paced environment.

• Excellent written and verbal communication skills, including the ability to prepare communications, briefing materials, and presentation slides.

• Strong organizational skills, attention to detail, and ability to adapt quickly to changing priorities.

• Demonstrated ability to work both independently and collaboratively across multidisciplinary teams.

• Strong professional judgment, proactive work style, and commitment to supporting innovation in healthcare and science.

• Experience supporting small business programs, commercialization support efforts, or innovation ecosystems.

• Familiarity with SBIR/STTR topic development, solicitation management, proposal review coordination, and award tracking.

• Experience using Trello and Jira for project tracking, workflow management, and team coordination.

• Knowledge of the biomedical research landscape.


Education:  Bachelor's degree in business, management, journalism, technical, scientific, or related field; master's degree preferred


Clearance: Ability to obtain HHS Public Trust.


Remote position but some travel is anticipated.
