Job Description

Duties

This position is being filled under AcqDemo Direct Hiring Authority (DHA) for non-acquisition positions involving 51% or more of time in direct support of acquisition positions within Business and Technical Management Professional Career path.

This position is part of the Department of Defense (DoD), Missile Defense Agency (MDA). The incumbent will be responsible for serving as a Liaison Officer for the Directorate for International Security Cooperation & Assistance. This position is part of a planned Transfer of Function (TOF) from the Missile Defense Agency to the Department of the Army. This action is projected to be effective on or about October 1, 2026.

As a Liaison Officer at the NH-0301-4 some of your typical work assignments may include:
  • Serves as the primary liaison and trusted agent for the Missile Defense Agency (MDA) with a designated foreign partner, facilitating all communications and fostering strategic relationships to support Foreign Military Sales (FMS) case requirements for the Terminal High Altitude Area Defense (THAAD) program and the Directorate of International Security Cooperation & Assistance.
  • Provides expert strategic counsel to the THAAD Program Manager, advising on all in-country matters, assessing partner reactions, and analyzing program plans to ensure actions align with U.S. interests and mission objectives.
  • Keeps the FMS THADD Program Manager apprised of events in the assigned country concentrating on those issues affecting the THAAD Program and advises the FMS THAAD Program Manager on all matters pertaining to relationships and interactions between all interested organizations and parties.
  • Attends meetings and conferences, and maintains continuing coordination with MDA on matters of interest. Represents the FMS THAAD Program Manager in all types of interactions involving significant or controversial issues.
  • Proactively manages and analyzes program status to identify and investigate potential bottlenecks, conflicts, or problem areas, developing and recommending corrective actions and solutions to ensure program continuity and success.
  • Oversees program resources and provides financial stewardship, implementing control methods to ensure the greatest possible economy in the use of funds and avoid unauthorized or excessive expenditures.

Qualifications

You may qualify at the NH-04, if you fulfill the following qualifications:

A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service. Applicants are required to meet 3 of 4 statements in order to be qualified:
  • Experience in complex weapon systems, such as the Terminal High Altitude Area Defense (THAAD) and its components, to successfully resolve customer requirements.
  • Experience with DoD security assistance strategies, policies, and emerging initiatives, and their direct impact on Foreign Military Sales (FMS) actions.
  • Proficiency in FMS Total Package Fielding (TPF) to construct master schedules, prioritize objectives, adjust long-range plans, and advise on program policy adjustments.
  • Experience managing FMS budgets, tracking fund availability, navigating financial constraints, and securing timely funding to ensure program execution.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

INFORMATION FOR OVERSEAS:
  • Overseas tour of duty is projected to be 12 months and renewal of 12 months.
  • Incumbent may be subject to the 5-year foreign area limitation according to the DoDI 1400.25-V1230, dated 26 July 2012.
  • Applicants who are currently stationed overseas, must have enough time to meet the initial tour stated above.
  • Applicants who have returned from an overseas tour, and have not been physically present in the United States (CONUS) or Non foreign area for 2 continuous years, may require a waiver. NOTE: If you have not completed 5 years overseas and return to a CONUS assignment, that time spent overseas counts towards the 5 year limitation, unless you have been in the States for at least 2 continuous years.
  • Medical Care: Applicants who have family members with special medical needs should ensure that prior to accepting a position overseas their family members' medical needs can be met. Access to care in a military treatment facility may not be available to civilian employees except on a space available basis. Consequently, host nation medical facilities may be the only care available. The availability and level of care at host nation medical facilities will vary by location.

Applicants hired from the Continental United States (CONUS) and their family members (who are US citizens) are required to obtain Official Passports prior to departure to the overseas area.
  • May be subjected to a variety of environmental conditions typical of the overseas areas in which traveling, to include the potential for exposure to acts of terrorism.
  • Payment for travel and transportation expenses may be authorized. This includes government paid travel transportation, shipment and temporary storage of household goods, and possibly other entitlements based upon the JTR and agency policy.

Additional information

This position has a mandatory requirement for certification in the Security Cooperation Workforce Certification Program in the Foreign Military Sales and Foreign Military Financing Functional Areas at the Expert level within two years of October 1, 2024 or entry on duty (SC4B3).
