Job Description
EPS is seeking a Senior Capture Solutions Architect / Technical Proposal Lead, Army Programs, to support strategic capture, solution development, and proposal writing, with a primary focus on Army opportunities and additional support to NAVAIR and select Air Force pursuits. Working directly with the Vice President of Strategic Capture, this role will help identify and qualify opportunities, interpret solicitation requirements, lead technical and management solution development with SMEs and teaming partners, and personally write compliant, compelling proposal content that clearly explains how EPS will execute the work.
EPS Corporation is a Woman-Owned Small Business (WOSB) with roughly four decades of Department of Defense contracting experience, headquartered in Tinton Falls, New Jersey, with an engineering and fabrication facility in Panama City Beach, Florida. We deliver C5ISR/SIGINT systems engineering and integration, cybersecurity and RMF/ATO services, IT and network operations sustainment, logistics and depot maintenance, rapid prototyping, and organic electromechanical fabrication to Navy, Air Force, and Army customers. EPS maintains mature quality, cybersecurity, and engineering management systems, including AS9100D and ISO 9001:2015 certifications, a Top Secret facility clearance, and ongoing compliance initiatives supporting DoD cybersecurity and quality requirements.
We are growing our capture and proposal organization. We are looking for a hands-on solution owner who can do three things well: find and shape opportunities, architect an executable technical and management solution, and personally write the proposal that wins it.
This is a hands-on ownership role, not a hand-off architecture role. The selected candidate must be able to independently draft technical and management proposal content under deadline pressure, convert SME input into evaluator-focused narrative, and support staffing, BOE, and solution decisions that result in realistic, price-competitive proposals.

Essential Duties & Responsibilities
Opportunity Identification & Capture Support
- Identify, monitor, and qualify Army opportunities through SAM.gov, GovWin IQ, HigherGov, eBuy, and Army acquisition forecasts (including RFIs, sources sought, draft RFPs, final solicitations, task orders, and IDIQ vehicles) with additional coverage of NAVAIR and Air Force pursuits as needed.
- Drive rapid capture and turn on task-order opportunities competed off GSA MAS, OASIS+, and similar IDIQ/GWAC vehicles, quickly assessing scope eligibility, fair-opportunity notices, and competitive position, and standing up a response on compressed (often one- to three-week) timelines.
- Support bid/no-bid decisions by assessing customer alignment, scope fit, incumbent position, contract vehicle access, competitive landscape, past performance relevance, staffing feasibility, and proposal timeline.
- Track early-stage opportunities and develop preliminary solution concepts and capture intelligence in advance of RFP release.
- Make customer and program-office visits with the Capture Manager to understand hot buttons, risks, and the "as-is" environment before designing a solution.
- Lead the integrated technical and management solution (approach, architecture, CONOPS, trade studies, staffing plan, and Basis of Estimate (BOE) inputs) across all participating teams and partners.
- Translate PWS/SOW requirements into executable, price-competitive approaches that meet all technical requirements without over-architecting; deliver what the customer needs while proposing innovations that lower cost or risk.
- Facilitate solutioning sessions with SMEs, program managers, pricing/estimating, recruiting, contracts, and teaming partners; develop a summarized Solution Guide to onboard contributors over the life of the pursuit.
- Identify labor categories, skill sets, staffing levels, and key personnel needs; ensure level-of-effort and staffing assumptions are consistent with the proposed solution and support competitive BOEs.
- Coordinate with HR/recruiting on technical demand requests for key positions.
- Write compliant, compelling technical, management, transition, staffing, risk, and quality proposal sections that describe specifically how EPS will perform, the activities, processes, tools, and methodologies, with features and benefits tied to customer hot buttons.
- Develop proposal outlines, storyboards, writing plans, win themes, discriminators, proof points, and evaluator-focused response strategies aligned to Section L instructions and Section M evaluation criteria.
- Begin each section with a customer-focused understanding, substantiate every assertion, and avoid generic boilerplate; provide the technical detail evaluators need without assuming prior knowledge.
- Convert raw SME input into polished, proposal-ready narrative and graphics concepts (CONOPS diagrams, architecture views, process flows).
- Support Pink, Red, Gold, and final production reviews; incorporate reviewer feedback and mature content from early draft through submission. Drive maturity at Pink rather than waiting for compliance at Red/Gold.
- Maintain reusable solution content, win themes, lessons learned, and capture intelligence in EPS knowledge repositories.
- Bachelor's degree in business, engineering, information systems, a technical discipline, or equivalent relevant experience.
- 7+ years in federal/DoD contracting across capture, proposal development, solution architecture, program management, or technical writing.
- 3+ years directly supporting Army opportunities (additional NAVAIR/Navy or Air Force experience a plus).
- Demonstrated, hands-on proposal writing. The ability to independently author technical and management volumes in response to RFPs, RFIs, sources sought, task orders, or IDIQ requirements. A writing sample is required (see How to Apply).
- Ability to interpret PWS/SOW, Section L, Section M, evaluation criteria, CDRLs, labor requirements, and proposal instructions.
- Working knowledge of GSA MAS and OASIS+ (and similar IDIQ/GWAC vehicles), including FAR 16.505 fair-opportunity task-order competitions, with a track record of rapidly qualifying and turning task-order responses under compressed timelines.
- Ability to map proposed staffing to awarded labor categories and ceiling/contract rates and to coordinate with pricing/estimating so solutions are both compliant with the vehicle and price-competitive.
- Demonstrated ability to work independently with minimal oversight, prioritize across multiple concurrent pursuits, and self-manage compliance and quality on fast-turn efforts where a full color-team cycle is not always possible.
- Experience developing technical approaches, management approaches, staffing approaches, transition plans, risk approaches, and/or BOE inputs.
- Ability to lead solutioning sessions with SMEs, technical staff, pricing, recruiting, contracts, and teaming partners under short-turn schedules.
- Proficiency with Microsoft Word, Excel, PowerPoint, Teams, SharePoint, and federal opportunity databases.
- Excellent written and verbal communication skills.
- Active Secret clearance, or the ability to obtain one. U.S. citizenship required.
- Demonstrated ability to develop evaluator-focused strengths, discriminators, and proof points from technical, management, staffing, and past performance inputs.
- Ability to create or guide proposal graphics concepts, including CONOPS, process flows, organization/staffing models, transition timelines, and architecture views.
- Ability to work with controlled, proprietary, and sensitive proposal information while maintaining confidentiality and compliance with company data-handling requirements.

Preferred Qualifications
- Prior Army experience, military, Army civilian, Army contractor, or Army program office, strongly preferred.
- Familiarity with Army organizations, mission areas, and acquisition patterns (e.g., C5ISR, cyber, logistics, training, sustainment, IT/network operations, software, or systems integration).
- Experience with Army contract vehicles such as RS3, ITES, and CHESS, and with GSA MAS and OASIS+ task-order capture; familiarity with NAVAIR-adjacent (SeaPort) and Air Force vehicles is a plus.
- Experience using AI-enabled research, proposal development, or knowledge-management tools to accelerate opportunity analysis, content development, compliance checks, and proposal reuse while protecting proprietary, controlled, and sensitive information.
- Experience supporting small-business, mid-tier, or prime contractor capture and proposal operations.
- Experience building staffing matrices, labor-category mapping, BOEs, and pricing assumptions.
- Experience creating proposal graphics concepts, CONOPS diagrams, solution architecture views, or process flows.
- Experience defining workshare, labor categories, technical scope, and writing assignments with subcontractors and teammates.
- Shipley, APMP, PMP, ITIL, CSM, SAFe, or relevant DoD acquisition/capture/proposal training.
- TS or TS/SCI eligibility.
