Job Description:
We are seeking an experienced Emergency Management Specialist to serve in a Temporary role, anticipated to run through September 30th of this year, supporting Emergency Support Function (ESF) #2 - Communications and ESF #14 - Cross-Sector Business and Infrastructure under the National Response Framework. In this role, you will plan and coordinate national-level emergency management efforts across both functions: sustaining communications coordination and continuity and enabling cross-sector coordination with critical-infrastructure owners and operators to stabilize Community Lifelines during incidents.
Responsibilities include:
The projected compensation range for this position is $95,000-115,000. There are numerous factors that can impact a final salary/hourly rate including, but not limited to, relevant work experience, skills and competencies that align to the role, work location, education/certifications, and a contract's Labor Categories.

Job Description:

In this role, you will plan and coordinate national-level emergency management efforts across both functions: sustaining communications coordination and continuity and enabling cross-sector coordination with critical-infrastructure owners and operators to stabilize Community Lifelines during incidents.
Responsibilities include:
- Coordinate ESF #2 and ESF #14 emergency management responsibilities across all phases of: preparedness, response, recovery, and mitigation.
- Develop, maintain, and exercise ESF #2 and ESF #14 plans, annexes, and operating procedures, ensuring alignment with the National Response Framework and CISA operational doctrine.
- Serve as a coordination point between Federal partners, communications providers, and critical-infrastructure owners and operators before, during, and after incidents.
- Support communications coordination and continuity efforts under ESF #2, including information-sharing among Federal, SLTT, and private-sector partners.
- Support cross-sector response operations under ESF #14, helping stabilize Community Lifelines and analyze infrastructure interdependencies and cascading-failure risks.
- Representing in interagency coordination calls, the National Response Coordination Center (NRCC), and related operational bodies during activations.
- Develop situational awareness and common-operating-picture products, using mapping tools such as ArcGIS to visualize infrastructure, lifelines, and impacts.
- Apply emerging tools, including AI-based applications, to strengthen analysis, reporting, and decision support.
- Serve in an on-call rotation supporting 24/7 operations, with availability for extended shifts during activations.
- Active Top Secret / SCI eligibility
- Bachelor's degree and 3+ years of relevant emergency management experience. Additional experience may substitute for the degree
- Demonstrated experience supporting emergency management under the National Response Framework and the Emergency Support Function structure.
- Experience coordinating with private-sector, communications, or critical-infrastructure partners in a planning or incident-operations context.
- Experience developing or maintaining emergency plans, annexes, or operational products.
- Strong written and verbal communication skills, including preparing briefings and reports for stakeholders.
- Ability to perform under pressure during high-tempo incident operations.
- Experience supporting ESF #2, ESF #14, or related communications/critical-infrastructure coordination missions.
- Knowledge of Community Lifelines and critical-infrastructure interdependencies.
- Experience supporting an Emergency Operations Center or national coordination center during real-world activations.
- Experience with mapping tools (e.g., ArcGIS) and familiarity with AI-based analytics or reporting tools.
- Active Top Secret / SCI eligibility
