Job Description

Overview of Role:

TM3 Solutions, Inc. is seeking an expert-level Senior Network Engineer for the CONUS region to support the critical medical mission of the Department of Defense (DoD) Defense Health Agency (DHA). This Key Personnel role serves as the premier Network Specialist and Subject Matter Expert (SME) for all network-related issues covered under the contract.

The Senior Network Engineer ensures that highly complex technical infrastructure requirements are met and provides high-level installation, configuration, documentation, management, and troubleshooting of LAN/WLAN/WAN communication equipment across all DHA networked facilities. The ideal candidate will act as the CONUS and global point of contact for complex network issues, configuration management, multi-protocol routing, and enterprise-level network security.

Roles and Responsibilities:

Network Engineering & Troubleshooting:
Identify and resolve the largest, most complex LAN/WLAN/WAN network problems and issues at all levels of the OSI model using diagnostics and administration tools (e.g., Orion SolarWinds, ARMIS, Ansible).
Serve as the CONUS and global point of contact for network issues, configuration management, communications interconnection, addressing, and multi-protocol routing.
Measure, plan, and execute methodologies using Management Information Blocks (MIB) and MRTG to ensure high performance levels and minimum downtime.
Leadership & Consulting:
Advise and consult with government staff, agencies, and other contractor representatives on LAN/WLAN/WAN design, implementation, deployment, and management to ensure optimal support of the MHS mission.
Interface with and lead Network Specialists, as well as internal/external organizations, to resolve enterprise network issues.
Carry out the functions of all subordinate positions if tasked with traveling to any site covered by the contract.
Lead and participate in special projects and support initiatives as needs arise.
Network Security & Zero Trust:
Maintain and increase LAN/WLAN/WAN security by managing barrier systems that prevent unauthorized access to Military Treatment Facility (MTF) systems.
Establish, configure, and manage network firewalls, VPN devices, and Intrusion Detection Systems (IDS).
Documentation, Standardization & Policy:
Provide written recommendations to field personnel for network operations changes or enhancements (tuning/upgrades).
Document changes via ticketing systems, create written standards, and update existing standards in coordination with the NetMOD Network Standards Team.
Continuously evaluate vendor products to determine optimal components and configurations for DoD and MTF requirements.
Establish, implement, and develop policies, procedures, and best practices to ensure compliance with DoD and DHA Command objectives related to LAN/WLAN/WAN access and overall network operations.
Communicate proactively with key customers regarding the status of network support requests.
Educational and Certification Requirement:

Education: Bachelor's Degree in Computer Science, Engineering, a technical degree, or a related discipline, AND five (5) years of directly related experience; OR successful completion of a certified Technical or Vocational School AND ten (10) years of directly related experience gained through progressively higher levels of complexity.
Network Mastery: Mastery of networking protocols and technologies, including TCP/IP, XDM, HTTP, HTTPS, SMTP, SNMP, DNS, DHCP, RSTP, VRRP, BIND, EIGRP, BGP, OSPF, PPP, HDLC, V.35, and RS-449.
Standards Expertise: Clear understanding of 802.1d, 802.1q, 802.1w, 802.3, 802.5, 802.10, 802.11, 802.3u, 803.2, and 802.3z communications and Internet standards.
Hardware/Medium Knowledge: Direct experience with synchronous and asynchronous communications, Ethernet, Fast Ethernet, Gigabit Ethernet, FDDI, ATM, and other DoD/DHA communications mediums. Experience with OTDR, cable testers, network sniffers, and EIA/TIA cable standards.
Environment Expertise: Mastery-level experience in routed, switched, and shared LAN environments operating Microsoft OS, Windows Active Directory, UNIX, and OpenVMS; employing routers, switches, terminal servers, and various local/long-haul WAN connectivity.
Communication Skills: Must be able to communicate effectively with a broad audience, including Government officials, medical professionals, and highly specialized technical personnel, both verbally and in writing.
Required Certifications & Clearances:
Clearance: Active SECRET security clearance.
DoD 8570 Compliance: Information Assurance Manager (IAM) Level III or equivalent certification per DoD 8570.01-M (most recent version).
Technical Certifications:
Cisco Certified Network Professional (CCNP)
Certified Information Systems Security Professional (CISSP)
Preferred & Desired Skills:
Prior experience with DoD Health Care Information Systems.
Subject matter expertise in Windows networks, Cisco Systems, and Orion SolarWinds.
Experience with and understanding of Zero Trust Architectures and Methodologies.
