We have an exciting new opportunity providing Advisory and Assistance Services (A&AS) supporting the US Space Force mission to defend National Security Interests in Space as a Space Surveillance Telescope (SST) Systems Engineer providing Engineering

Support as a member of the SST System Program Office (SPO) in Combat Forces Command (CFC), Mission Delta 2 (MD2), Second Sustainment Squadron (2STS).

The SST is a 3.5m aperture wide field of view telescope located near Howard E. Holt Naval Station in Australia. Its mission is to synoptically search the area of regard over the telescope and discover objects in orbits ranging from low-Earth (LEO) to cis-lunar. Discoveries are correlated against known satellite catalogs (also known as the tactical order of battle), with this tracking data then shared with Command and Control (C2) centers in Australia and the US. The SST is remotely operated out of a combined sensor operations center near Perth, Australia.

2STS is the U.S. Space Force organization responsible for sustaining and modernizing resilient space capabilities supporting Battle Management, Command, Control, Communication, and Space Intelligence (BMC3I). 2STS synchronizes sustainment efforts with Mission Deltas to improve mission readiness and works together with Space Systems Command (SSC) on acquisition efforts for critical space system capabilities for CFC.

Odyssey Systems provides support to the Government in five areas: Product Support, Sustainment Engineering & Sustainment Management, Technical Order Management, Technical User Interface, and System Design, Engineering, and Integration. These tasks are executed laterally with USSF SSC/SZG depot and development contractors and with BMC3I stakeholders.

This is a full-time position at 2424 Garden of the Gods Road with occasional work at Peterson SFB and Schriever SFB in Colorado Springs, CO and the opportunity to telework 1 to 2 days per week at the discretion of the Government.

Responsibilities

An A&AS contractor is a knowledgeable and trusted advisor to the Government Program Office. As a Space Surveillance Telescope (SST) Systems Engineer you will perform engineering analysis, planning, interface design, and provide engineering support for the SST mission system in SYD 85. The ideal candidate will be an engineer with telescope optics and/or telescope operations experience. The ideal candidate can rapidly become educated on the SST mission system and its the unique subsystems, evaluate the cost/benefit of many potential technical solutions, and make recommendations to the Delta or the CFC for how to proceed. You will also create plans for future modernization of the system. Duties include, but are not limited to:
  • Provide engineering oversight, support and management for Technical Assistance (TA) requests and Emergency or Urgent Depot Level Maintenance (E/UDLM) requests from the operational site
  • Provide engineering advice to the Government regarding sustainment contractor AGILE planning and execution of sustainment and modernization projects
  • Provide engineering oversight, support and management for addressing system hardware, infrastructure software, and mission software sustainment.
  • Participate in trade studies to support the selection of preferred design solutions, commercial hardware or software components, and preferred course of action alternatives in project development/delivery
  • Provide engineering oversight, support and management for Discrepancy Reports (DRs) identified against the system, with follow-through to the fielding of DR remedies
  • Provide engineering oversight, support and management for Periodic Depot Maintenance (PDM) and Cyber-Protection Deployment Program (C-PDP) for the system.
  • Draft, review, and provide input during the development of overarching system requirements and design documentation to include technical requirements documents (TRD) and interface control documents (ICDs)
  • Identify and track sustainment and modernization risks in support of Government activities
  • Develop technology insertion and risk reduction strategies, studies, and recommendations to mitigate identified risks
  • Manage, analyze, and trace functional and non-functional system requirements, and architecture components
  • Analyze emerging mission needs, and based on those analyses, draft functional and non-functional system requirements
  • Support integration of system-level solutions within Agile, iterative, and hybrid acquisition frameworks
  • Participate in the development of system requirements and system architecture products (MBSE)
  • Provide technical evaluation of contractor proposals
  • Provide technical support services, including reviews, studies, audits, evaluations and analyses, scientific and procedural guidance, documentation, technical analysis
  • Provide relevant input to acquisition planning activities, upgrades and modifications, and studies and interface with stakeholders, contractor personnel, and product integrators
  • Develop and maintain relationships with DoD, Air Force, Space Force, and Intelligence Community stakeholders associated with the SST mission system
  • Provide systems, electrical, and/or mechanical engineering support
  • Travel to CONUS and OCONUS locations at the request of the Government
  • Other duties as required/requested by the Government within the constraints of the S3 contract


Qualifications

Citizenship: Must be a US citizen

Minimum Required Qualifications:

Clearance: DoD Secret clearance

Education: Bachelor's degree in Physics (Optics), Mechanical Engineering, Systems Engineering, or a technical space-related discipline

Years of Experience: 8 years of relevant experience with 4 years in a Systems Engineering, Test Engineering, or technical space analysis role in a Program Office, operational technical staff, or Sustainment organization supporting similar Department of Defense or Intelligence Community Space Surveillance systems OR,
  • Master's degree in Physics (Optics), Mechanical Engineering, Systems Engineering, or a related discipline with 4 years of relevant experience in a Systems Engineering, Test Engineering, or technical space analysis role in a Program Office, operational technical staff, or Sustainment organization supporting similar Department of Defense or Intelligence Community Space Surveillance systems


Other Qualifications:
  • Demonstrated ability to interact and build effective relationships and teams with government customers, FFRDCs, and contractors, working in a highly dynamic environment
  • Self-motivated with the ability to work independently as well as part of a team in a fast-paced environment
  • Effective communication skills (both written and verbal) with internal and external clients

Preferred Qualifications:

Clearance: Active DoD TS/SCI clearance

Education: Master's degree in Physics (Optics), Mechanical Engineering, Systems Engineering, or a related discipline with 4 years of relevant experience in a Systems Engineering, Test Engineering, or technical space analysis role in a Program Office, operational technical staff, or Sustainment organization supporting similar Department of Defense or Intelligence Community Space Surveillance systems

Certifications: PMP Certification; DAU DAWIA, or equivalent Acquisition Program Management Level II or III training

Experience:
  • Prior work with DoD software and hardware Agile, waterfall, and hybrid development efforts
  • Prior work with Space Domain Awareness sensors, command and control systems, and networks
  • Prior work with Space Operations
  • Prior work with accreditation and operation of DoD secure systems and networks, including the Risk Management Framework (RMF) process
  • Prior work as a Program or Project Manager in a DoD, MDA, or IC Acquisition organization
  • DoD Acquisition, Logistics, or Sustainment experience supporting similar requirements in DoD, MDA, IC, FFRDC, or DoD/DoE Laboratory organizations
  • Familiarity and proven work experience with DoD Acquisition Program Management, including DoD Adaptive Acquisition Framework (5000 series) processes and requirements
  • Experience developing solicitation documents (RFI, RFP, PWS, SOW) and evaluating proposals
  • Prior work as an A&AS contractor in a DoD, MDA, or IC Acquisition organization

  • Location: 2424 Garden of the Gods Road with occasional work at Peterson SFB or contractor locations in Colorado Springs, CO
  • Travel: Up to 20% to CONUS and OCONUS locations (typically to the SST site) upon Government direction
  • Hybrid: Onsite with an opportunity to telework 1 to 2 days per week at the discretion of the Government
