Duties
Duties and Responsibilities :
1. Plans and directs, on a multi-year basis, tasks to be performed by ATC personnel. Determines priorities, assigns tasks, and delegates responsibilities to the shift supervisors.
2. Develops and negotiates written agreements and other matters pertaining to facility operation with management members of FAA facilities, the local airport, and military units.
3. Ensures ATC services and ATC equipment are provided at optimum operational levels. Constructs and implements facility shift schedules.
4. Evaluates unusual requirements, formulates solutions, and directs development of instruments approach or departure procedures to accommodate local needs.
5. Ensures optimum staffing levels by anticipating increases in operational demands. Determines staffing requirements, temporary or otherwise, and directs acquisition measures.
6. Originates and implements facility training agenda, specifies evaluation standards, and ensures compliance with USAF/ANG regulations. Determines standards and evaluation criterion regarding individual employee performance.
7. Manages and directs facility budget preparation and submits budget to ANG/host base support function.
8. Conducts and directs aircraft accident reporting or ATC incident inquires.
9. Serves as focal point for the use of the squadron's mobile tower and/or MPN-14k radar equipment to provide required ATC service.
10. Coordinates with the FAA Airways Facility Sector Manager to ensure proper operation and continuity of service of FAA owned equipment at the facility.

GENERAL EXPERIENCE : Must possess the experience in a military or civilian air traffic facility that demonstrates possession of the knowledge, skills, and abilities required to perform the level of work of the specialization for which application is made in accordance with appropriate air traffic control laws, rules, and regulations.
SPECIALIZED EXPERIENCE : Must possess at least One (1) year experience at the GS-12 level; AND/OR at least Thirty-Six (36) months experience issuing control instructions and advice to pilots in the vicinity of airports to assure proper separation of aircraft and to expedite their safe and efficient movement, ability to act decisively under stressful situations and to maintain alertness over sustained periods of pressure, skill to coordinate plans and actions with pilots and other controllers, judgment to select and take the safest and most effective course of action from among several available choices, in managing the function of the work to be performed, and experience which includes leading, directing and assigning work of personnel.
Certification Requirement : Must possess a current and valid FAA ATC Specialist Certificate/Control Tower Operator Certification (CTO).
Education

- Must possess or be able to obtain the proper clearance type and level within one year of appointment according to DoD Personnel Security Program Management Directives.

- Must possess current and valid FAA ATC Specialist Certificate/Control Tower Operator Certificate (CTO).
- Must become and maintain facility rated/position certified in all facilities IAW applicable USAF/ANG directives.
- Must be able to climb numerous flights of stairs plus an almost vertical stair segment to gain access to control tower operating quarters and work could require long periods of sitting and/or standing.
- Irregular and overtime hours may be required to support operation contingencies.
- Position is designated non-critical sensitive IAW AFR 205-32. Access to SECRET information and materials required. SECRET security clearance required.
- Must be able to meet and maintain required medical standards for ATC duties IAW USAF Directives.
- Position is subject to random drug testing.
- This position is subject to the special retirement provisions for Air Traffic Controllers under CSRS and FERS, Involuntary Separation for Retirement, Mandatory Separation, Immediate Retirement, and Computation of annuity.
- Under the provisions of 5 U.S.C. 3307, a maximum entry age has been established for Terminal and Center positions.
