To Qualify for GS-11:
In order to qualify, you must meet the experience and/or education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience that demonstrates the ability to perform developmental training support, instructional assistance, and learning program tasks under closer-than-normal supervision. Experience includes completing structured assignments designed to build competencies in instructional design, training delivery, and program evaluation; assisting with the development of training materials; and supporting routine training program functions. Experience also includes consulting with supervisors or higher-grade personnel on unusual technical issues, performing work that is reviewed for accuracy and achievement of objectives, and applying established instructional methods while gaining experience toward full-performance duties. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-9).

Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher- level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management or other related field. Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Experience also includes conducting validity and reliability studies; analyzing training data to identify performance gaps; developing new approaches, methods, or techniques; and providing expert guidance to instructors, training specialists, and organizational leaders. Work reflects responsibility for independent planning, executing, and evaluating training strategies that affect clinician workflow, patient safety, and organizational mission outcomes. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Additional information
- Manages and coordinates technical training programs, establishing policies and procedures for professional development and ensuring integration of approved curriculum across the organizations.
- Oversees training compliance and conducts outreach and education efforts, including workshops, provider lectures, in-services, and departmental training activities.
- Coordinates meetings with clinicians and staff to define training needs and requirements in support of performance-based training programs.
- Designs and develops interactive curriculum and training programs for face-to-face and web-based delivery using the Planning, Analysis, Design, Development, Implementation, and Evaluation (PADDIE) model.
- Conducts analyses to evaluate training effectiveness and identify performance gaps, recommending improvements to enhance clinician workflow, patient safety, and program outcomes.
- Evaluates the effectiveness of DHA and AD-HCA programs for process improvement and modifies training as needed.
- Supports delivery of assigned training and learning activities, completing work designed to build the competencies required for full-performance instructional duties.
- Conducts routine instructional tasks under supervision, consulting with the supervisor on unusual technical problems and ensuring completed work meets objectives.
- Performs structured developmental assignments to gain experience in instructional design and training program management.
