Job Description
Join a team that delivers critical HR services supporting the NASA Shared Services Center (NSSC): COLSA is seeking a HR Specialist to support Staffing Services for our government customer through the delivery of HR services at the NSSC. Under the direction of the Government Customer, the Human Resources Specialist will support the NASA Shared Services Human Resources Management Office by independently executing advanced-level to expert-level staffing and basic classification services. The selected candidate will provide technical expertise and perform end-to-end federal HR staffing work.
Please Note: This is a temporary/casual, remote position anticipated to continue through approximately December 2026. Candidates must reside in a state where COLSA currently conducts business or is authorized to employ personnel.

Responsibilities:
- Independently perform complex federal staffing and classification actions in support of Agency workforce requirements.
- Provide subject matter expertise and consultation on federal staffing regulations, job analysis, position classification standards, qualification requirements, and workforce planning processes.
- Drafting vacancy announcements, performing job analysis, reviewing applicant qualifications, adjudicating veterans' preference, certificate issuance, selection processing, and onboarding coordination.
- Perform position classification activities to ensure position recruited reflects the duties and responsibilities, the pay plans and series, and application of OPM classification standards.
- Support suitability and credentialing activities through preparation and coordination of required documentation and case materials.
- Knowledge of Federal Pay Setting
- Experience in advising and utilizing Special Appointing Authorities
- Demonstrated ability to apply Veterans' Preference, ICTAP, CTAP, Reemployment Priority List, and Priority Consideration entitlements appropriately.
- Demonstrated experience to process competitive and non-competitive Personnel Actions Personnel Actions.
- Knowledge utilizing USAStaffing/USAJOBS, Human Resource Service Delivery System, Microsoft Office
- Perform other duties as assigned.

Required Experience
Required Qualifications:
- High school diploma or equivalent.
- 15 years of related experience
- Management or expert-level knowledge and experience in HR practices & principles, specific to Federal Staffing and Classification.
- Expert skills in using the systems that support Federal Staffing and Classification.
- Proficient working in a dynamic, collaborative environment that may be remote and onsite depending on Government Customer needs.
- Ability to work successfully on a team and independently, as well as multitask.
- Strong written and oral communications skills.
- Proficient MS Word, Excel, and Outlook skills.
- U.S. Citizenship required; Must be able to successfully undergo a background investigation for a position of Public Trust
