Q2IMPACT delivers innovative, customized solutions to the U.S. Department of War (DoW) in assessment, monitoring, and performance analytics; data-driven decision support; digital solutions integration; and capability development for defense, security, and interagency mission partners. We support mission partners through analytics, digital platforms, and applied AI to address complex operational and knowledge management challenges.

Position Summary
Q2IMPACT is seeking a Senior Business Development Director to lead growth across its DoW portfolio. This is a senior, externally focused role responsible for originating, shaping, and winning new work—while building a durable pipeline and expanding Q2IMPACT’s position with key mission buyers.

The role is best suited for an entrepreneurial leader who can operate across the full BD lifecycle: identifying opportunities, leveraging relationships to shape demand, structuring capture strategies, and driving winning proposals. The successful candidate will bring deep relationships within DoW—particularly the Combatant Commands (COCOMs)—and understand how to translate those relationships into qualified pipeline and awards.

This individual will also help position Q2IMPACT in emerging acquisition pathways, including OTAs and other flexible financing mechanisms, and support growth initiatives tied to innovation investments.

Key Responsibilities
• Business Development and Market Expansion
o Originate and qualify new opportunities across DoW, with emphasis on COCOMs, DSCA, and adjacent mission buyers.
o Gain early visibility into needs, influence demand, and create a preferred partner position.
o Expand Q2IMPACT’s footprint by introducing the firm to new clients, partners, and mission sets.
o Translate market insight into actionable growth strategies tied to revenue targets and portfolio expansion.

• Pipeline Ownership and CRM Discipline
o Own the DoW pipeline end-to-end, including opportunity identification, qualification, and progression.
o Maintain a high-quality pipeline in CRM, with clear next steps, risks, and win probabilities.
o Drive pipeline reviews, prioritization decisions, and resource alignment across pursuits.
o Ensure pipeline health supports forecast accuracy and growth targets.

• Capture Strategy and Execution
o Lead capture efforts end-to-end for DoW programs, from opportunity identification through proposal submission.
o Develop and execute capture strategies that integrate customer intelligence, competitive positioning, relationship mapping, and win themes.
o Convert ambiguous or early-stage opportunities into actionable pursuit plans with clear next steps, owners, and timelines.
o Drive pre-RFP shaping efforts, including requirement influence, relationship development, and early positioning.
o Lead internal gate reviews, bid/no-bid decisions, and capture planning activities.
o Strengthen and formalize internal capture systems, workflows, and pursuit management practices to improve consistency and execution.

• Proposal Leadership and Execution
o Lead or directly support proposal development, ensuring alignment between capture strategy and submission.
o Contribute to technical solutioning, management approaches, and win themes; write and/or oversee key sections as needed.
o Manage proposal execution from kickoff through submission when required.
o Ensure proposals are compliant, competitive, and grounded in clear discriminator-based positioning.

• Partnering
o Build and maintain a strong network of primes, subcontractors, and other contractors relevant to Q2IMPACT’s DoW priorities.
o Identify and secure strategic teaming positions early in the pursuit lifecycle, whether as a prime or subcontractor.
o Assess where Q2IMPACT is best positioned to pursue directly versus where partnership-based access is the strongest path to growth.
o Align teaming strategies with customer needs, vehicle access, and competitive positioning.

• Innovation and Alternative Acquisition Pathways
o Identify and pursue opportunities through OTAs, SBIR/STTR, and other non-traditional mechanisms.
o Support positioning of Q2Holodeck and related capabilities within innovation-driven procurements.
o Advise leadership on how emerging acquisition models can be used to accelerate growth and differentiate offerings.

Required Qualifications
• 10+ years of experience in federal business development, capture management, or growth leadership within DoW or national security markets.
• Demonstrated track record of winning work and growing portfolios.
• Deep understanding of pre-RFP shaping, capture strategy, teaming, proposal support, and federal acquisition processes.
• Experience identifying, leveraging, or pursuing IDIQs, GWACs, and other contract vehicles.
• Existing relationships within government, such as DSCA, COCOM J-codes, SCOs, Service components, or adjacent defense stakeholders.
• Established network across industry, including primes, subcontractors, and vehicle holders relevant to DoW services work.
• Experience leading technical and cost proposal development.
• Strong organizational, project management, and follow-through skills; ability to manage multiple concurrent pursuits without close day-to-day oversight.
• Ability to lead and execute in an entrepreneurial, high-growth environment.

Preferred Qualifications
• Experience in security cooperation, AM&E, knowledge management, staffing support, or institutional support services.
• Experience supporting or pursuing work with DSCA and/or COCOMs.
• Experience with OTAs, SBIR/STTR, or other alternative acquisition pathways.
• Experience in small to mid-sized federal contracting environments.
• Active Secret clearance.
