Job Description

Duties

  • You will serve as a Senior Contract Specialist/Limited Warranted Contracting Officer in the Contracts Department.
  • You will ensure performance of all necessary actions for effective contracting, ensuring compliance with the terms of the contract, and safeguarding the interests of the United States in its contractual relationship.
  • You will negotiate, and awarding contracts with commercial organizations, educational institutions, nonprofit organizations, and State or Local governments furnishing supplies and services and/or construction.
  • You will review and issue contractual actions up to the assigned warrant authority; and evaluate cost or price proposals and accounting systems.
  • You will administer contracts through closeout by assuring compliance with the terms and conditions of contracts, including resolution of problems concerning the obligations of the parties.
  • You will serve as the day-to-day contracting representative for the assigned customers/programs with the responsibility to effect timely procurements while preserving the integrity of contractual arrangements.
  • You will award and administer a wide range of contract and financial assistance actions, including but not limited to Simplified Acquisitions, Firm Fixed Price Contracts, Cost Reimbursable Contracts, and Professional and non-Professional Services.
  • You will award and administer a wide range of contract and financial assistance actions, including but not limited to Research and Development, Construction, Architect and Engineering, Facility Support Contracts, Grants, Other Transaction Agreements.
  • You will manage all aspects of the functional area of contract management, including drafting and issuing solicitations, negotiations, cost and price analysis, award, contract administration, termination and close-out of various contract vehicles.
  • You will perform cradle-to-grave administration of federal financial assistance tools including pre-award, award, post-award and close-out of functions in support of various financial assistance programs with various legal authorities.

  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Functional Area and Tier assigned to the position, along with Continuous Learning (CL) points, are required within established timeframes.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications

Your resume must also demonstrate at least one year of Specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: performing professional contracting or procurement work developing solicitations and contract documentation through award (e.g. cost/price analysis, negotiations, contract award, and close-outs) to ensure compliance with established policies and regulations for the acquisition of services, materials, supplies or construction.

Education

Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions:

A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees.

NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS (or equivalent) 1102 or before September 30, 2000 are also exempt from meeting this requirement.

This position is part of the Warfare Centers Personnel Demonstration Project. The FPL NT-05 pay band encompasses positions equivalent to the GS-13 and GS-14.

You will serve as an ADMINISTRATIVE/TECHNICAL SPEICALIST in the Contracts Department (0221) of Naval Surface Warfare Center Indian Head Division located in Indian Head, MD.
