Job Description

Koniag Professional Services, LLC is seeking an experienced Data Analyst I to provide critical analytical support for the administration of federal grants supporting early childhood education programs nationwide. This position will support approximately 1,900 grants, delivering data-driven insights that promote evidence-based decision-making, improve grant management processes, and enhance program effectiveness. The ideal candidate will possess strong quantitative and qualitative analytical skills, experience with statistical analysis tools, and the ability to translate complex data into actionable recommendations for federal staff and program leadership. This position requires on-site work at Regional Office locations with telework available upon approval.

The Data Analyst I will serve as a key analytical resource supporting federal grant administration for early childhood education programs. This role combines quantitative statistical analysis with qualitative review of program documents to drive programmatic improvements and support federal decision-making. Principal responsibilities will include, but are not limited to:

Quantitative Analysis:
  • Compile, prepare, and analyze quantitative data using Excel, Python, R, and other analytical tools
  • Conduct basic and complex statistical analyses to identify trends, patterns, and insights across grant programs
  • Perform longitudinal data analysis, including Program Information Report (PIR) analysis
  • Generate crosstabs, detailed analytical tables, and comparative assessments across programs and regions
  • Identify and resolve reporting anomalies and data quality issues
  • Support congressional reporting and other high-priority data requests
  • Work with data layers and reporting infrastructure to deliver analytical findings


Qualitative Analysis:
  • Conduct qualitative analysis of grant applications, budgets, intake forms, correspondence, and other documents
  • Review documentation to identify errors, missing information, or required follow-up actions
  • Identify themes and patterns in textual data
  • Leverage approved AI tools appropriately while adhering to federal policies
  • Synthesize qualitative findings into actionable recommendations


Reporting and Communication:
  • Develop high-quality written reports explaining data compilation and analysis results
  • Prepare management information reports on a periodic, cyclical, or ad-hoc basis
  • Create data-driven presentations for management meetings, conferences, and leadership briefings
  • Design and deliver oral presentations with supporting materials
  • Develop compelling data stories that communicate insights to diverse audiences
  • Produce executive summaries and briefing materials for leadership
  • Write analytical reports for congressional reporting and present insights to technical and non-technical stakeholders


Education and Experience:

Required:
  • Bachelor's degree in Statistics, Mathematics, Economics, Data Science, or a related field from an accredited college or university
  • A minimum of 3 years of relevant post-baccalaureate professional experience directly related to data analysis
  • U.S. citizenship or legal authorization to work in the United States
  • Ability to pass background investigations as required for access to federal facilities and systems


Security Clearance:
  • Ability to obtain a public trust


Required Skills and Competencies:
  • Strong analytical and critical-thinking skills with demonstrated ability to conduct both quantitative and qualitative analysis
  • Experience in reporting analytical findings to diverse audiences
  • Proven ability to work with data layers and data infrastructure
  • Demonstrated ability to aggregate, analyze, and present data from multiple sources
  • Experience with qualitative data analysis methodologies
  • Proven ability to manage multiple analytical projects simultaneously
  • Exceptional professional communication skills in English - both written and oral
  • Ability to translate complex data findings into actionable recommendations for technical and non-technical stakeholders
  • Proficiency with Microsoft Office Suite and web-based collaboration tools
  • Ability to work independently and collaboratively in a team environment
  • Willingness to travel within and outside the assigned region during contract performance to conduct site visits, attend meetings, conferences, and training


Desired Skills and Competencies:
  • Experience with federal grant programs, particularly Head Start or similar early childhood education programs
  • Proficiency in advanced analytical tools, including Python, R, SQL
  • Experience with data visualization platforms such as Tableau, Power BI
  • Knowledge of statistical software and database management systems
  • Experience with Smartsheet for project management and collaboration
  • Familiarity with Geographic Information Systems (GIS), ArcGIS, or QGIS
  • Experience with survey methodology or implementation
  • Knowledge of GitHub for version control and collaboration
  • Experience with Qualtrics for survey administration and analysis
  • Familiarity with approved AI tools and platforms in federal environments
  • Understanding data quality tools and best practices
  • Experience conducting trend analysis and longitudinal studies
  • Background in early childhood education policy or program evaluation
