Duties

The primary purpose of this position: To serve as the Chief, Canada and Atlantic Approaches Security Cooperation Branch in the North American Aerospace Defense Command (NORAD) and the United States Northern Command (USNORTHCOM), Strategy, Policy, and Plans Directorate (J5), Security Cooperation Division (J59).
  • Plans, organizes, and directs the activities of Canada and Atlantic Approaches Security Cooperation Branch, ensuring that Command security cooperation and partnership activities with Canada and The Bahamas complies with legal and regulatory requirements and meets National and Command objectives.
  • Provides vision, direction, oversight and perspectives on strategic planning and leadership initiatives that shape future Canadian, Caribbean, and Atlantic Security Cooperation engagements.
  • Represents the Canada and Atlantic Security Cooperation Branch with a variety of national and international government and functional area organizations at international and national meetings, conferences, symposia, and site visits.
  • Provides technical and administrative supervision to the limited number of staff in the Canada and Atlantic Security Cooperation Branch.

  • This position has been designated as Special Sensitive. The employee is required to obtain and maintain a Top Secret/Sensitive Compartmented Information clearance as a condition of employment.
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft in accordance with Joint Travel Regulations in performance of temporary duty (TDY).
  • Employee may be required to work and/or be "on call" after normal duty hours, which may include evenings, weekends or holidays and is subject to short- or no-notice recall to duty during exercises, crises, or contingencies.
  • Employee will be required to attend periodic command and/or civic related social functions and related events after normal duty hours.
  • In the performance of assigned duties, employee uses tact, diplomacy, and professionalism to promote effective working relationships with a variety of international offices and agencies.
  • This is a Centrally Managed Position in the Operations Career Field.
  • This is a Supervisory Position. A 1-year supervisory probationary period is required if applicant selected has not previously met this requirement.

  • This position is designated by the Air Force as a Test Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment in this TDP, the incumbent is (A) to refrain from use of illegal drugs and (B) if required, to submit to urinalysis testing. Illegal drug use by employees in sensitive position presents a clear threat to the mission of the Air Force, national security, and public safety. The selectee must sign a statement acknowledging the position occupied is identified as a TDP.
  • . May be required to perform Battle Roster functions during Exercise and Real-World events. Battle Roster functions may include but are not limited to the Joint Operations Center (JOC), Future Operations Center (FOC), Future Plans Center (FPC), Joint Logistics Operations Center (JLOC), N&NC Deployment and Distribution Operations Center (NDDOC), Joint Intelligence Operations Center-North (JIOC-N), Joint Cyber Center (JCC), and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
  • This is a KEY position IAW 32 CFR, Part 44 Appendix A and DOD Directive 1200.7. A Key Position is a Federal position that cannot be vacated during a war, national emergency, or mobilization without seriously impairing the capability of the parent Federal Agency to function effectively. Applicants for positions designated as "Key" positions who do not agree to this condition shall not be extended an offer of employment. The employee must be removed from the Ready Reserve and CANNOT become a member of the Ready Reserve while assigned to this position.
  • This position is designated under the Security Cooperation Workforce as a Non-Key Civilian (4), Policy and Resourcing (A), Expert (3). Incumbent must attain DOD SCW Certification and complete related continuous learning requirements in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384 and Security Cooperation Workforce Certification Program 2.0 requirements applicable to the duties of the position. In addition to certification requirements, SCW member must meet the following conditions to remain in good standing: At least 1 year of successful SC work experience with a performance appraisal rating of 3 or better; and 80 hours of continuing education (CUE) every two years. The certification requirement is a condition of employment for the SC position. Failure to obtain DOD SCW certification within the required time may subject the incumbent to adverse action. The supervisor is responsible for enabling personnel to accomplish the SC Certification requirement
  • YA002 = Eligible for situational telework only, including Ad hoc, Emergency, or OPM prescribed "Unscheduled" Telework. This eligibility is separate and distinct from the employee's eligibility. A civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the employee's request.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Miscellaneous Administration & Program (0301).

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS-13 (or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). My experience includes Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Knowledge of National and DOD strategy, policy, doctrine, and traditional CCMD activities as they apply to globally integrated security cooperation and processes for cooperative defense. Knowledge of joint planning systems, joint operational doctrine and the relationships between the various CCMDs and supporting defense agencies missions and organizations; Foreign military structure and organization as they relate to security cooperation activities, humanitarian assistance and disaster relief. Knowledge of federal interagency partners (e.g. DHS, DoS) roles and relationships with DOD regarding Canada and The Bahamas Security Cooperation efforts

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
  • Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Ability to plan, organize, and direct the functions, operations, and staff of a small organization.
  • Ability to effectively communicate orally and in writing to achieve US and Departmental programmatic and diplomatic objectives, and to establish and maintain effective working relationships with all levels of personnel within the component. Knowledge of National and DOD strategy, policy, doctrine, and traditional CCMD activities as they apply to globally integrated security cooperation and processes for cooperative defense.
  • Knowledge of joint planning systems, joint operational doctrine and the relationships between the various CCMDs and supporting defense agencies missions and organizations; Foreign military structure and organization as they relate to security cooperation activities, humanitarian assistance and disaster relief.
  • Knowledge of federal interagency partners (e.g. DHS, DoS) roles and relationships with DOD regarding Canada and The Bahamas Security Cooperation efforts.
  • Ability to develop foreign engagement strategies and policy documents that communicate CCMD level Security Cooperation positions with internal and external audiences at the national level.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
