PROGRAM MANAGER (PMP/CISSP REQUIRED) – TOP SECRET CLEARANCE
Location: Remote (U.S.)
Clearance Requirement: Active Top Secret Clearance Required
Position Overview
SDA Solutions is seeking an experienced Program Manager to support a federal cybersecurity and information technology program. The selected candidate will provide overall leadership, management, and oversight of contract operations while serving as the primary interface between customer stakeholders and project teams.
The ideal candidate will have extensive experience managing IT and cybersecurity programs, leading cross-functional teams, overseeing project execution, and ensuring successful delivery of contract requirements. Candidates with prior DHS and USCIS experience are strongly preferred.
Responsibilities
• Provide overall program and project management support for contract operations.
• Lead and manage cross-functional teams to ensure successful execution of program objectives.
• Develop and maintain program and project plans, schedules, milestones, and performance metrics.
• Coordinate resources, priorities, and deliverables across multiple project activities.
• Monitor project performance and ensure timely delivery of contract requirements.
• Support governance activities, project integration efforts, and implementation of Agile management processes.
• Track program and project milestones, deliverables, and key performance indicators.
• Prepare and maintain project documentation, reports, procedures, and management artifacts.
• Develop Project Management Plans outlining technical approaches, organizational resources, management controls, schedules, and execution strategies.
• Develop and maintain Communication Plans that establish effective communication processes with customer leadership and stakeholders.
• Develop and maintain Quality Management Plans to ensure contract deliverables meet performance and quality standards.
• Develop and maintain Risk Management Plans, including identification, assessment, mitigation, and tracking of project risks.
• Prepare and deliver status reports, briefings, and technical documentation.
• Ensure continuity of operations and smooth transition of management responsibilities throughout the contract lifecycle.
• Apply industry and government best practices to support successful program execution.
• Promote and maintain Agile project management methodologies and processes.
Required Qualifications
• Minimum 10 years of project and program management experience.
• Minimum 5 years managing IT and cybersecurity programs.
• Minimum 3 years preparing and writing complex technical documents.
• Experience leading cross-functional and geographically dispersed teams.
• Experience managing project schedules, deliverables, risks, resources, and performance metrics.
• Experience supporting complex IT, cybersecurity, or enterprise technology programs.
• Active PMP (Project Management Professional) certification.
• Active CISSP (Certified Information Systems Security Professional) certification.
• Active Top Secret clearance with the ability to maintain eligibility throughout the period of performance.
Preferred Qualifications
• Experience supporting DHS, USCIS, or other federal civilian agency programs.
• Prior experience supporting USCIS cybersecurity, enterprise IT, or security operations initiatives.
• Experience supporting cybersecurity, information security, cloud security, DevSecOps, or Zero Trust programs.
• Experience with Agile project management methodologies.
• Strong technical writing and documentation skills.
• Experience developing project management, communication, quality management, and risk management plans.
• Experience working with senior government stakeholders and executive leadership.
