The AUKUS, Submarines, and Industrial Base Group (ASIG), within the Sea, Land, Air Division, provides timely, objective, analytic assessments that integrate technical, operational, programmatic, policy and business analysis to NAVSEA Team Submarine program offices and key stakeholders surrounding submarine platform construction. Team Submarine unifies submarine platform procurement activities, which includes the Columbia-class SSBN program (a Major Defense Acquisition Program and the Navy's top acquisition priority), the Virginia-class SSN program and the new SSN-X program (developing the next generation attack submarine), to bring improved capabilities to our undersea forces. Analysts and Engineers supporting Team Submarine will continue SPA's decades of support to the submarine force, as well as supporting oversight of cutting-edge attack submarine construction, assisting in developing the design requirements for the SSN platform of the future, and helping plan and execute new and innovative strategies to strengthen the critical submarine shipbuilding industrial base. Responsibilities
The Acquisition Analyst will support the Team Submarine (TSUB) In-Service SSN Program Office (PMS392) providing executive level support to one or more Navy O-6/Civilian GS-15 level leaders . Execute in-depth research to identify impediments to fleet support and recommend or undertake interventions, when possible, to accomplish positive contracting actions. Responsibilities may include, but are not limited to the following:
This position is located at the Washington Navy Yard with potential for light tele-work. CONUS and OCONUS travel up to 10% may be required.

Responsibilities

- Develop and prepare complete acquisition packages and documentation (PRs, SOWs, CDRLs, DD-254s, PIDs) within the Acquisition Management System.
- Coordinate with internal teams, stakeholders, and external partners, and provide analytical support for major pre-award contract actions (e.g., Nuclear Submarine Parts BOA, Sub-Repair BOAs, NRMD, NEMMI).
- Draft presentations and briefing materials, including financial assessments, to document engineering and programmatic decisions.
- Support day-to-day contract portfolio management, maintain historical and budget records, track funding and modifications, and assess technical, programmatic, and financial execution.

Qualifications
Required Qualifications:
- Bachelor's degree in accounting, business, finance, or related field. A candidate with three or more years' experience directly supporting a Navy customer in a business or financial capacity will be considered in lieu of a degree.
- Seven years of experience as a acquisitions analyst for the DoW and at least three years with the Navy.
- Working knowledge of contract products and procedures for both pre-award and post-award contract execution is essential Ability to work independently and with a team and often under short, multiple deadlines.
- Proficient in creating presentations, spreadsheets, and documents using PowerPoint, Excel, and Word
- Active DoW SECRET security clearance and the ability to maintain it throughout employment
Desired Qualifications:
- Technical expertise in financial management, understanding of DoD processes, and the ability to adapt these skills to the strategic submarine environment.
- 7+ years of experience supporting military and DoD clients.
- Experience working with Navy Program Offices, especially NAVSEA or Team Submarine
