Job Description

Duties

  • Plans, organizes, and directs activities of 724th Special Tactics Group's CATM program ensuring that the program complies with legal and regulatory requirements and meets customer needs.
  • Responsible for maintaining a large inventory of standard and non-standard weapons and munitions items.
  • Represents the 724th Special Tactics Group with a variety of installation and functional area organizations.
  • Performs munitions user functional management duties to include munitions training for all unit personnel.

  • Employee is required to obtain and maintain a Top Secret security clearance with SCI access.

  • This is a drug testing designated position.
  • The work frequently requires temporary duty (TDY) travel at various CONUS and OCONUS locations, possibly for extended periods of time in hostile and/or isolated environments. This may require travel on military or civil aircraft, ships, and vehicles.
  • Employee may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
  • The incumbent may be required to work independently in the absence of the supervisor, requiring process oversight, schedule development, equipment management, and individual problem resolution.
  • Overtime may be required. Employee may be issued a pager and may be required to respond while on- or off-duty. This may include reporting for duty during other than normal duty hours.
  • This position is designated as a key position IAW AFI 36-507. Duties of this position are essential to the accomplishment of wartime/contingency operations.

  • Employee performs other duties as assigned.
  • Incumbents of key positions must be removed from their military recall status if alternative for filling of the position during an emergency are not available.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes knowledge of Army, Navy, US Marine Corps, Air Force Special Operations and Service training methodologies, terminology, core tasks to facilitate rapid rapport and effective working relationships with Service Components and personnel; knowledge of analytical and evaluative methods and a thorough understanding of applying Combat Arms training, curriculum evaluations, and measurement techniques in performing training needs analyses and policy requirement analyses in terms of methods improvement, mission, functions, readiness, work process streamlining and revision, and identification and resolution of problem areas to improve proficiency and to reduce cost. EDUCATION: Successfully completed Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. NOTE: You must submit a copy of your transcripts.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in -grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Comprehensive knowledge of, and skill in, Special Tactics Combat Arms operations, procedures, techniques, technology, tactics, systems, equipment, and methods to provide instructional design and materials development for assigned training and to serve as an operational baseline.
2. Knowledge of the principles, methods, and practices used in classroom or firing range instruction to include: classroom instruction techniques, safety and security regulations used to conduct training and operational instruction in assigned weapons and proper handling of standard and non-standard combat arms used in Special Tactics.
3. Ability to apply basic analytical methods and techniques to resolve complex problems and/or deviate from normal Combat Arms Training management procedures and program requirements.
4. Ability to receive, screen, review, and verify inventory and acquisition documents and resolves discrepancies.
5. Ability to read, interpret, and apply applicable reference material, such as regulations, manuals, catalogs, records, orders, etc. to accomplish tasks, adhere to safety and security regulations, practices, and procedures, resolve complex problems, and perform maintenance.
6. Ability to plan, organize, and direct functions/staff of a small to medium sized organization and to communicate effectively, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
