Responsibilities:
- Provide program life cycle support to government Program Managers, including project management assistance, technical analysis, acquisition planning, contracts management, financial control, scheduling, logistics, milestone review, and quality management.
- Develop and review program planning documents, budget preparation and financial tracking. Participate in Program Objective Memorandum (POM) and Budget Estimate Submission (BES) processes. Evaluate program cost realism.
- Provide systems engineering, research, development, test & evaluation (RDT&E) support for SATCOM and augmentation equipment on deploying Navy platforms, including operational requirements, statements of work (SOWs), and operational support.
- Interface with In-service Engineering Agent (ISEA) and Technical Design Agent (TDA) teams to ensure Navy deployable systems are effective and suitable, including coordination of component delivery, installation and removal. Conduct technical/financial review of documentation.
- Facilitate communications between the Program Office and various stakeholders, including resource sponsors, technical/design agents (field and R&D activities, test facilities, labs, vendors), platform Type Commanders, and other government agencies.
Qualifications
Required:
- Bachelor's Degree in technical or related discipline.
- Capability to leverage AI tools to analyze program metrics, budget execution data, and schedules (e.g., via analyzing CSV exports) to rapidly identify trends, cost variances, and programmatic risks.
- Skill in identifying administrative and analytical bottlenecks within the program lifecycle and applying AI tools to automate routine work while ensuring accuracy of outputs.
- Ability to craft precise, structured prompts and utilize Retrieval-Augmented Generation (RAG) capabilities to interrogate program documents, extract insights, and generate accurate, mission-relevant deliverables.
- Five (5) years of experience supporting DOD program acquisition, lifecycle support, development, testing, and project management support of augmentation equipment.
- Some experience with communication systems, including RF SATCOM, link analysis, digital signal processing, and architectures.
- Familiarity with the preparation, review, and approval process of temporary alteration (TEMPALT) documentation for Navy platforms.
- Understanding of the DOD Acquisition System, Planning Programming Budgeting & Execution (PPBE) system, and Federal Acquisition Regulation (FAR).
- Excellent communication skills (written and oral), able to effectively interact with customers, partners, and associates at all levels.
- Ability to multitask in support of numerous projects with a demanding workload.
- High proficiency with MS Office Suite, web-based applications, and databases.
Desired:
- Former DOD (military or civilian) experience.
- Understanding of DOD's processes for installing and deploying technical systems.
- Completion of various DAU and Project Management coursework/certifications.
Clearance:
- Current active TS/SCI clearance (must have current SSBI) as reported in DISS.
Location:
- Work is located 100% on government site (no telework).

Compensation:
- Compensation is unique to each candidate and relative to the skills and experience they bring to the position. The salary range for this position is typically between $95,000-$140,000. This does not guarantee a specific salary as compensation is based upon multiple factors such as education, experience, certifications, and other requirements, and may fall outside of the above-stated range.
