Overview

The Life Support Maintenance Manager/ Excursion and Electronically Controlled Underwater Breathing Apparatus (UBA) and Recompression System Manager ensures seamless operation, provides technical support for maintenance, tracking of NSW Divers' Life Support Systems (DLLS). The SME will enhance operational readiness, ensure proper inventory management, and provide Subject Matter Expertise (SME) for the use and sustainment of U.S. Navy approved diving materiel and hyperbaric chamber systems.

Roles and Responsibilities:
  • Provide technical support for maintenance, inventory, and tracking of NSW Divers' Life Support Systems (DLSS).
  • Develop and write comprehensive curricula for end-user training on combat diving propulsion, navigation, communication systems, SHIELD SCBA, and ROVs.
  • Provide Subject Matter Expertise (SME) for the use and sustainment of U.S. Navy approved diving materiel and hyperbaric chamber systems. With this comes the requirement to advise on the development and revision of diving
  • techniques and procedures (DTPs).
  • Provide direct supervisory oversight of two contractor positions: Diving Maintenance Technician III / Excursion and Electronically Controlled Underwater Breathing Apparatus (UBA) Technician / Supply Database Specialist / Personal Property Custodian Lvl III.
  • Ensure personnel adhere to assigned duties and contractual requirements. Manage work schedules, leave, and ensure full staffing coverage.
  • Delegate tasks based on individual skills and operational priorities, ensuring efficient use of personnel resources.
  • Conducts scheduled and unscheduled preventative and corrective maintenance as mandated by OPNAV Instruction 4790 scheduled in 3M for all E-UBA and EC-UBA systems, Haskel oxygen, N2O2, and HeO2 charging booster pumps and kits, diagnostic test equipment and tools, buoyancy compensators, depth gauges, pressure gauges, underwater communications equipment, full face diving masks, Diving Life Support Systems (DLSS) associated equipment and NAVSEA Certified Life Support Systems.
  • Assist in maintaining, writing, execution, and review of Re-entry Control Packages (REC) for NSW recompression chamber systems.
  • Monitor diving materiel, E-UBA, EC-UBA and hyperbaric chamber systems inventory and readiness databases to ensure the proper inventory accounting and readiness reporting of related materiel in-use by NSWG-2 and its
  • subordinate commands, and report status to the NSWG-2 Master Diver and LOGSUPPU Combat Systems Department Head monthly. With this comes the expectation to monitor the physical accounting of diving materiel, E-UBA, EC-UBA, and hyperbaric chamber system inventory at least annually, as well as obtain and maintain access to ELMS/DPAS, or other designated government authoritative database as appropriate, to monitor inventories and report discrepancies/shortfalls.
  • Maintain a current library of all publications, instructions, and messages related to diving materiel and hyperbaric chamber systems in-use by NSWG-2 and its subordinate commands.
  • Assist in the coordination of diving materiel and DLSS maintenance and repair conducted by outside entities. With this comes the expectation to develop scopes of work and obtain service quotes when required, and schedule and track the status of diving materiel and hyperbaric chamber systems undergoing maintenance or repair by outside activities, providing status updates as required.
  • Assist with short and long-term maintenance plans.
  • Assist the phase replacement, technical refresh, and disposition of diving materiel, E-UBA, EC-UBA, and hyperbaric recompression system throughout NSWG-2.
  • • Assist in the coordination of training related to the use and sustainment of diving materiel, E-UBA, EC-UBA, and hyperbaric systems to include oxygen worker, and provide after-action reports as required. With this comes the expectation to assist the development of short and long-range training plans.
  • Assist in the development of comprehensive curriculum for end-user training on the E-UBA and EC-UBA to qualify E-UBA and EC-UBA maintenance technicians. Deliver training and certification programs to NSW personnel, ensuring operational proficiency. Maintain training records and provide feedback and recommendations for continuous improvement. Must be available to travel to conduct training and maintenance at remote sites.
  • Assist in the development of comprehensive curriculum for end-user training on the E-UBA and EC-UBA to prepare E-UBA and EC-UBA diving supervisors in preparation for final evaluation, test, and board. Must be available to travel to conduct training at remote sites.
  • Conduct training in the maintenance and repair of mixed-gas underwater breathing apparatuses and hyperbaric chambers in-use by NSWG-2 and its subordinate commands.
  • Coordinate the submission of air samples to the divers compressed air testing (DCAT) program and the delivery of related results. With this comes the expectation to immediately notify NSWG-2 Master Diver, LOGSUPPU Command Diving Officer and subordinate commands whenever an air sample is found unsafe, and coordinate removal of the affected compressor from service.
  • Assist in the coordination of the certification of diving equipment, E-UBA, EC-UBA, and hyperbaric chamber systems.
  • Coordinate the certification of diving materiel and hyperbaric chamber system.
  • Forecasts ordering of all necessary preventative and corrective maintenance parts for NSW recompression chamber systems and associated equipment.
  • Assists Work Center Supervisor with management of equipment parts and consumables to maintain Diving Department's Diver Life Support Equipment and ancillary equipment.
  • Process requests, maintain records, and manage the issue, turn-in, gain, and loss of capital assets, minor property, and operational consumables (OPCON) assigned to Dive Division.
  • Conducts monthly inventories, bi-annual inventories, and annual inventories of gear managed in ELMS/DPAS by NSWG-2 N4.
  • Investigates and process paperwork for missing, lost, stolen or damaged property.
  • Assists with customer service, issue turn-in, issue, lost, stolen, and/or damaged documents (DD Form 1149, DD Form 1150, DD Form 1348, DD Form 200) and receipt of diving equipment. Check and track dive equipment requests on NIPR/SIPR network and assist in procuring and issuing dive equipment with SEAL Team representatives.
  • Obtain factory-trained certifications for E-UBA and EC-UBA as needed or required. Prior experience is not required. Costs associated with certifications and travel are financial responsibility of NSW.


Requirements

  • Prior E-UBA experience is not required.
  • Navy Dive School Certified (NEC 5342 / M1DV, or higher)
  • Minimum eight years' experience as a certified 5342 / M1DV, or higher diver.
  • Navy Instructor Certified (NEC 9502)
  • Three years MK-16 Maintenance Technician Experience.
  • Three years MK-25 Maintenance Technician Experience.
  • Qualified as a Maintenance & Material Management (3M) Maintenance Person, 3M Quality Assurance Craftsman, and 3M Work Center Supervisor.
  • Qualified in accordance with the NAVEDTRA 43910-(Series).
  • Shall possess or be able to obtain a valid U.S. passport prior to onboarding.
  • Possess a valid state driver's license.
  • Possess factory trained certification for diving equipment within inventory, DLSS Re-Entry Control (REC) Supervisor, and Oxygen Clean System Worker.
  • Must be able to obtain and maintain NSW Coxswain qualification.
  • Maintain forklift license up to 6,000lb capacity.
  • Must meet the requirements to obtain and check out government vehicles / CESE for use in their official duties.
