The Enterprise Architect, responsible for designing and implementing integrated data solutions for a multi‑terabyte data integration hub. The position supports performance management and analytics by ensuring curated data is visible, appropriately accessible, understandable in context, trusted by users, and uniformly governed to enable integrated data analytics and data‑driven decision making.

The Work

Responsibilities
- Collaborate with the Office of the Chief Data Architect (or equivalent) on initiatives related to performance analytics and data governance.
- Architect cloud data hub integrations with Medicaid data and other enterprise data domain platforms.
- Develop best practices and methodologies to mature data management framework capabilities and practices.
- Develop enterprise data policies and standards that support the development and implementation of an enterprise data governance framework.
- Serve as a Data Architecture and Data Management subject matter expert for Medicaid and related domains.
- Develop detailed knowledge of underlying enterprise data assets and data products and provide subject matter expertise on content, current usage, and potential future uses of data.
- Assist in development and implementation of data quality processes, controls, and metrics.
- Consult with business owners of data assets, providers of enterprise analytics, and IT leadership to develop Medicaid analytics strategy for future funding, design, and implementation.
- Provide expertise in data harmonization, master data management and governance, data quality, and metadata management.
- Provide guidelines on creating logical and physical data models and on standards for governed data.
- Review changes to technical and business metadata, assess impacts on enterprise applications, and ensure impacts are communicated to appropriate stakeholders.
- Establish measures to track the completeness and quality of metadata for enterprise information to support reduction of data redundancy and fragmentation, and to minimize unnecessary movement of data while improving data quality.
- Assist in selecting data management tools and in developing standards, usage guidelines, and procedures for their use.
- Assist in identifying appropriate data sourcing and extraction processes and in identifying and nominating systems of record for data usage across applications.
- Assist in performing root cause analyses related to information issues and non‑conformance to published data standards based on review of technical metadata from multiple source systems.
- Build business cases to support collaborative Master Data Management (MDM) efforts and adoption.
- Work with enterprise architecture, data architecture, and program stakeholders to develop Medicaid data and analytics strategies aligned to long‑term organizational goals and objectives.
- Work with program areas and project sponsors to plan and execute multiple analytics projects asynchronously.
- Translate complex technical and analytical findings into clear, non‑technical language for leadership and program staff, including explanation of data limitations and appropriate usage.
- Develop and refine effective AI prompts and query strategies to retrieve and synthesize Medicaid data for complex data domains.
- Develop and maintain a library of standardized prompts and query templates to support common reporting and analytics needs.
- Provide subject matter expertise on validating AI output, with particular emphasis on identifying and mitigating hallucinations and inaccuracies.
- Ensure all data outputs generated or supported by AI adhere to organizational reporting standards, data governance, and compliance regulations.
- Promote a data‑driven culture by enabling and empowering staff to effectively utilize data and AI‑based tools.
- Stay current on emerging AI and data analytics tools, technologies, and techniques, and recommend improvements to enhance program data and analytics capabilities.

Qualifications

- 12+ years of experience with data architecture principles, capabilities, and best practices, including the ability to define, document, and enforce standards and best practices.
- 12+ years of experience with business processes, data management, data flows, data relationships, data quality standards and processes, and demonstrated proficiency with data analytical and data quality tools.
- 10+ years of extensive experience working with Medicaid data, specifically in areas such as provider claims and encounters, client movements, and clinical assessments.
- 8+ years of experience in building and maintaining a Medicaid Data Warehouse or comparable large‑scale healthcare data warehouse.
- 8+ years of extensive architecture experience and knowledge in Reference Data, Data Quality, and Metadata Management.
- 8+ years of experience leading and evolving organizational culture toward a data‑driven environment.
- 8+ years of experience demonstrating strong communication, analytical, and interpersonal skills across all organizational levels.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Desired Qualifications:
- 5+ years of experience designing and implementing data acquisitions for Master Data Management (MDM), Data Warehouse, or other performance management / analytics systems.
- 5+ years of experience in public healthcare, Medicaid, or insurance business domains.
- 5+ years of proven experience successfully working with both technical and non‑technical groups while managing multiple concurrent responsibilities or projects.
- Bachelor's degree in Computer Science, Information Systems, Systems Engineering, or a closely related field (or equivalent combination of education and experience).
- Certified Data Management Professional (CDMP) or similar data management certification (e.g., DAMA).
