Job Description

Overview

Employment in this role is conditional upon successful execution of the contract by the client.

The Work

The Assistant Airfield Manager shall provide support to Airfield Manager on safe airfield operating conditions, provide technical expertise for all phases of programmed airfield construction, and airfield construction and maintenance projects for runways, taxiways, aircraft parking ramps and lighting systems being performed by military personnel.

Responsibilities

Key Responsibilities
  • Provide support in all facets of airfield inspections and the determination of actions to be taken. Review completed work based on knowledge of airfield maintenance and safety standards. Provide findings and recommendations to the Airfield Manager and Operations Officer. Airfield inspections are periodic as requirements arise and shall be performed as required within day-to-day operations.
  • Support new requirements for major and minor airfield improvement projects to include submitting work requests, assist in preparing funding justification, reviewing design-engineering plans for adequacy and completeness, monitoring progress, and provide recommendations during final inspections.
  • Monitor airfield areas daily via direct visual inspection to prevent unsafe conditions and ensure continued use of facilities. Determine hazards to personnel proposing work on the airfield to include safety/security requirements and other procedures to be followed in performing work. Record all unsafe activities and events/conditions conflicting with the client's operations instructions.
  • Coordinate with Public Works to establish schedules to control height of vegetation on the airfield to overruns, approach surfaces, and the areas around airfield lighting.
  • Provide insight and input on policies concerning the establishment and improvement of airfield support activities and airfield management procedures in support of military and civilian operations.
  • Participate in the development and application of base-wide operations plans supporting wartime operations, contingencies, aircraft accidents (both on and off base) and natural disasters.
  • Participate in the airfield Foreign Object Damage (FOD) program and support the evaluation of all waivers that affect the airfield and flying operations with the Public Works Department and the Safety Department. Assist in the preparation of weekly FOD sweeping schedule for Government approval.
  • Support the implementation and maintenance of a Bird Aircraft Strike Hazard (BASH) Program that is in compliance with Naval Facilities Engineering Command (NAVFAC) P-73 (Natural Resource Management Procedural Manual), Integrate Natural Resource Management Plan, and other applicable instructions. Review and update program as needed in accordance with NAVFAC P-73.
  • Provide technical assistance to the Aviation Safety Office (ASO) concerning accidents, incidents, and hazards.
  • In the absence of the Airfield Manager, act as the liaison to the OPSO or ASO on matters with other armed forces, foreign military and civilian (Host Nation) counterparts in developing joint operations requirements.
  • Attend all security planning board meetings affecting airfield operations and provide information to the client's Security Officer or Operations Officer, concerning the security of the airport and its support activities. This encompasses security projects involving operations around and on the airfield.
  • Communicate with flying tenants to develop understanding of flight line support requirements so each command has the ability and capability to maintain the highest degree of readiness and assist the tenant commands with flight line facilities issues.
  • Identify the need for special projects and initiate milestones and goals.
  • Participate in comprehensive briefings, insight and recommendations to the Operations Officer and Air Operations Officer on all issues that arise from boards, committee meetings or the air department that may impact the base mission, operations, safety or good order and discipline.
  • Potential travel off-site to attend airfield management training, workshops or informational meetings.
  • Other duties as assigned.


Qualifications

  • Six (6) years of experience as Airfield Manager for Department of Defense
  • An active Secret Clearance is required.

Preferred Qualifications:
  • USAF 1C7X1 (Enlisted) and/or USAF 13MX (Officer) experience.
  • Graduate of the USAF Advanced Airfield Managers Course.
  • USN airfield management or operations experience.
  • U.S. Army 15P30 or higher with Air Operations experience.
  • Expert knowledge of UFC, ICAO, and FAA Circular Guidelines.
  • Experience briefing large groups and senior level management.
  • Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.

Minimum Skills:
  • Interpersonal skills with the ability to communicate in a clear, professional, and articulate manner.
  • Demonstrated informational briefing preparation and presentation skills to large groups and senior level officers.
  • Verbal and written communication skills.
  • Demonstrated ability to prepare and deliver position papers.
  • Proficient in MS Office, Word, Outlook, PowerPoint, and Excel.

Working Conditions
