Position Summary
ManpowerGroup Public Sector (MGPS) is seeking a mid-level Foreign Disclosure Officer (FDO) / Disclosure Representative to support a federal customer in the National Capital Region. The Disclosure Representative ensures all foreign disclosure activities comply with U.S. laws, national disclosure policy, and customerâspecific guidance. This role reviews, analyzes, and adjudicates foreign disclosure requests, prepares recommendations, and advises mission stakeholders on proper handling and release procedures for classified and controlled information.
Key Responsibilities
- Review, evaluate, and process foreign disclosure requests in accordance with U.S. disclosure policy, DoD/IC directives, and customer-specific guidance.
- Ensure all proposed disclosures comply with National Disclosure Policy (NDP-1) and relevant security regulations.
- Conduct research and analysis to determine releasability of classified or controlled information, including documents, briefings, systems, and technical data.
- Provide authoritative advice and guidance to government personnel, program managers, and mission partners on foreign disclosure procedures, limitations, and risk considerations.
- Document disclosure decisions, maintain auditable records, and produce required reports for compliance and oversight.
- Coordinate with security, counterintelligence, legal, and foreign affairs partners to validate release determinations.
- Support inspections, policy updates, and foreign engagement planning activities.
- Participate in change management, process improvement efforts, and updates to disclosure guidance or workflows.
Required Qualifications
- 7 years of relevant experience OR Bachelor’s degree + 3 years of experience in foreign disclosure, security policy, international affairs, intelligence, or related fields.
- Demonstrated knowledge of U.S. disclosure policy, NDPâ1, DoD/IC security frameworks, and multi-agency coordination processes.
- Experience analyzing classified materials for releasability and documenting clear, defendable decisions.
- Ability to work within structured federal environments requiring strict documentation and adherence to policy.
- Strong analytical, writing, and communication skills.
- Active government clearance (TS/SCI or higher, as required by customer).
Preferred Qualifications
- Prior designation or experience as an FDO, Foreign Affairs Officer, Security Specialist, or similar role.
- Experience supporting multinational programs, foreign partner engagement, or coalition operations.
- Familiarity with disclosure systems, workflow tools, and DoD/IC security compliance requirements.
- Certifications such as DoD FDO Certification, Security+, or equivalent policy/security credentials.
