Job Description

Duties

GS-07:
  • Performs recruitment and placement assignments.
  • Provides recruitment and placement, and affirmative employment advisory services.
  • Participates in special initiatives, studies and projects, and affirmative employment activities.
  • Prepares written correspondence and other documents.
GS-09:
  • In a developmental capacity, provides recruitment and placement services for positions in installation-level organizations.
  • Performs recruitment and placement, and affirmative employment advisory services.
  • Participates in special initiatives, studies and projects, and affirmative employment activities.
  • Prepares written correspondence and other documents.
GS-11:
  • Performs the full range of Recruitment and Placement advisory services.
  • Provides continuing technical advice and assistance to management on Human Resources Program.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, GS-0201 Series.

SPECIALIZED EXPERIENCE, GS-07: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes processing requests for personnel action to fill positions and/or career promote, reassign or otherwise place employees. Coordinate priorities to be filled. Make eligibility and qualification determinations.
Extend job offers, establish reporting dates and coordinate with all responsible personnel to insure pre-employment requirements are met.
Coordinate with supervisors, managers and other Human Resources specialists on possible staffing repercussions of reorganizations, placement actions or regulatory changes. Identify skills in the workforce and determine how they can be addressed in the recruitment process.
Identify the true nature of management problems, consider them from the total personnel management viewpoint and recommend alternative solutions. Assist in the planning of a solution by advising on availability of needed skills and previously overlooked sources of candidates and achieving full utilization of available skills. Consider the possibilities of reengineering positions and the principles of good position management for dead-end career positions that cause low employee morale or excessive turnover. Identify potential program initiatives or special projects for improvement of human resources and enhancement of program effectiveness. Analyze tasking then plan, oversee, review and consolidate the work of others. Communicate to managers the rationale for exclusion of individuals on job certifications in such a way as to promote understanding and acceptance of decisions. Prepare and issue merit promotion rosters, certificates of candidate lists in accordance with regulations, local policies and established priorities. Respond to inquiries concerning merit promotion certificates. Verify eligibility of candidates by application of appropriate qualification standards.

OR

EDUCATION: Successfully completed at least one full academic year of graduate level education or superior academic achievement in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or have a bachelor's degree in Human Resources or a subject area related to the position and am claiming Superior Academic Achievement. NOTE: You must submit copies of your transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described above; however, have completed some graduate-level education which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs), GS-07: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of basic Federal HR affirmative employment, recruitment, and placement techniques.
2. Knowledge of the standard principles and practices of recruitment and placement to apply to issues and problems of limited scope and complexity.
3. Ability to communicate factual and procedural information clearly, orally and in writing.
4. Ability to gather and analyze facts, and draw conclusions from information.
5. Ability to plan and organize work.

EDUCATION: Successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. NOTE: You must submit copies of your official college transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; at least one year of progressively higher level graduate education, but have not obtained a Master's or equivalent graduate degree. Note: You must submit a copy of official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs), GS-09: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of fundamental Federal HR affirmative employment, recruitment, and placement principles, policies, practices, methods, and analytical techniques.
2. Knowledge of other HR processes sufficient to relate recruitment and placement issues to them.

EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, major areas of study such as Human Resources, Organizational Management, Organizational Development, Program Management, or related field of study. NOTE: You must submit a copy of your official transcripts.

OR

COMBINATION OF EXPERIENCE AND EDUCATION: Have less than the full amount of specialized experience required but have more than 2 years of graduate level education with a major or subject area related to the position to be filled. NOTE: You must submit a copy of your official transcripts.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs), GS-11: Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of, and skill in applying wide range of laws, Executive orders, regulations, policies, concepts, and various HR policies, practices, procedures, and management controls of the civilian recruitment and placement functions.
2. Knowledge of, and skill in applying, a wide range of civilian Human Resource Management concepts, principles, and practices; local and higher level HRM procedures; the mission, functions, and programs of assigned organizations; and analytical and evaluative techniques.
3. Knowledge necessary to provide guidance to management on all civilian recruitment and placement issues.
4. Ability to communicate, both orally and in writing.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
