CONTINUATION OF CONDITIONS OF EMPLOYMENT
- Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned. These duties may require additional duty hours and/or alternate duty locations.
- Employee is required to submit an initial and annual OGE/SF-450 (Financial Disclosure) in accordance with the Joint Ethics Regulation.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program."
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
GS-09 - SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge and skill of DFAS and Air Force accounting and budget data reported on accounting computer printouts used to analyze and resolve a variety of non-routine or far-reaching financial management issues. Knowledge and skill applying commonly used budget and finance practices, policies, procedures, regulations and guides using financial systems for assigned work to justify budgets, determine and transaction input, and enter costs in standard forms and schedules using accounting systems to execute the budget and report to Air Force.

EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. NOTE: You must submit a copy of transcripts.

GS-11 SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes mastery of and skill in applying concepts, principles and practices of a wide range of policies/regulations/laws used to formulate requirements, acquisitions, budget submission, justification, program changes and transaction input. Expert knowledge of planning, programming, budgeting and execution systems and requirements generation processes. Comprehensive knowledge of DFAS and Air Force mission/functions, accounting operations, metrics, policies and procedures in order to analyze and share solutions to resolve a variety of non-routine or far-reaching financial management issues.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Expert knowledge of financial systems to include travel programs providing information and products regarding travel, budget and accounting data. Common programs include but are not limited to: DTS, Citbank Electronic Access System (EAS), DEAMS, DAI, WAWF, FMSUITE and legacy systems.
2. Knowledge of the Antideficiency Act, Federal Manager's Financial Integrity Act, and other governmental, DoD, and Air Force financial procedures, regulations, precedents, policies and guides, and the ability to interpret and apply the laws to actual financial programs, problems and solutions.
3. Knowledge of the Planning, Programming, Budgeting and Execution System, Program Review and Budget Review processes.
4. Extensive knowledge of commonly used budgetary methods, practices, policies, procedures, regulations and precedents to formulate, justify and execute the budgets for assigned accounts.
5. Ability to gather, assemble and analyze facts, draw conclusions, conduct analyses, devise recommended solutions and organize the process in briefings, papers, or reports for leadership information and decision-making.
6. Skill in designing and conducting comprehensive studies, using a wide range of qualitative and/or quantitative methods, and preparing solutions to resolve substantive problems/issues of effectiveness and efficiency of work operations in a combatant command program. Skill and ability to communicate effectively orally and in writing and maintain good working relations with coworkers and supervisors.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

- Command travel program manager to include the Defense Travel System (DTS) and Government Travel Card (GTC). Serves as the lead DTS ODTA and GTC Agency Program Coordinator (APC) expert responsible for implementation, integration and problem resolution.
- Analyzes data within Air Force, Defense Agency Initiative and Defense Finance and Accounting Service (DFAS) to ensure data accuracy and audit compliance.
- Manages complex program and budget functions and operations for NORAD and USNORTHCOM assigned programs.
