Job Description

Qualified Recycling Program (QRP) Manager

This position requires the ability to obtain and maintain a Public Trust clearance.

The Qualified Recycling Program (QRP) Manager leads and executes the installation's recycling and resource recovery program in compliance with Department of Defense (DoD), Department of the Navy (DON), and U.S. Marine Corps (USMC) policy. This role manages recycling operations, service providers, and the financial administration of QRP proceeds while driving diversion performance, environmental compliance, cost avoidance, and mission support.

Compensation & Benefits

Estimated Hourly Rate Range: $50.00 - $60.00 per hour

Pay commensurate with experience.

QRP Manager Responsibilities Include:
  • Manage day-to-day QRP operations for the installation, including collection, segregation, storage, and shipment of recyclable materials such as cardboard, paper, metals, plastics, glass, pallets, and approved electronic waste.
  • Serve as the installation subject matter expert for recycling and solid waste diversion programs.
  • Advise Public Works, Installation Environmental leadership, and supported tenant commands on recycling initiatives and compliance requirements.
  • Develop and execute annual recycling plans, diversion goals, and awareness campaigns.
  • Coordinate with Base Supply, DRMO/Disposition Services, environmental personnel, safety offices, and security representatives to ensure proper handling and accountability of recyclable materials.
  • Administer QRP financial processes, including documentation, reconciliation, internal controls, and authorized use of recycling proceeds.
  • Oversee contractor and vendor performance related to hauling, commodity sales, and recycling operations.
  • Validate weight tickets, shipping documentation, and revenue records; resolve discrepancies and support invoice reviews.
  • Maintain compliance with federal, DoD, DON, USMC, and installation-specific environmental regulations and policies.
  • Conduct waste stream assessments and identify opportunities to improve commodity quality and reduce contamination.
  • Coordinate facility and equipment requirements, including balers, compactors, roll-off containers, and recycling infrastructure.
  • Ensure preventive maintenance and safe operation of recycling equipment.
  • Prepare and submit required reports and metrics including diversion rates, tonnage reports, revenue tracking, cost avoidance data, and program accomplishments.
  • Develop Standard Operating Procedures (SOPs), signage, training materials, and turn-in guidance.
  • Lead recycling awareness and education initiatives across the installation.
  • Support inspections, audits, data calls, and program reviews.
  • Maintain organized records including contracts, weight tickets, sales receipts, inventories, training documentation, and SOPs.
  • Participate in sustainability, pollution prevention, waste reduction, and resource conservation initiatives.
  • Perform other job-related duties as assigned.


QRP Manager Experience, Education, Skills, Abilities Requested:
  • Bachelor's Degree in Environmental Science, Environmental Management, Sustainability, Business Administration, Public Administration, or a related field preferred.
  • Demonstrated experience managing a recycling, solid waste, resource recovery, or environmental program.
  • Experience supporting federal, Department of Defense, municipal, or large institutional operations preferred.
  • Working knowledge of Qualified Recycling Program (QRP) concepts, recycling revenue management, internal controls, and authorized reinvestment practices.
  • Knowledge of solid waste management principles and environmental compliance requirements.
  • Ability to analyze operational and financial data and develop performance metrics.
  • Strong written and verbal communication skills with the ability to prepare reports, briefings, and recommendations.
  • Experience coordinating across multiple stakeholders including Public Works, Environmental, Contracting, Supply, Housing, and Tenant Commands.
  • Proficiency with Microsoft Office Suite including Excel, Word, PowerPoint, and Outlook.
  • Prior experience supporting a U.S. Marine Corps or Navy installation preferred.
  • Experience with recycling commodity markets and contamination reduction strategies preferred.
  • Familiarity with DoD and DON environmental and solid waste management policies preferred.
  • SWANA, Certified Recycling Professional (CRP), or similar industry certifications are highly desired.
  • Experience supporting government contracts, requirements development, QASP support, or contractor oversight preferred.
  • Ability to work independently and manage multiple priorities in a dynamic operational environment.
  • Must possess a valid driver's license.
  • Must be able to obtain installation access credentials, including CAC/DBIDS requirements as applicable.
  • Must pass pre-employment qualifications of Cherokee Federal.


Physical Requirements
  • Regular work in outdoor and industrial environments around recycling collection points, transfer stations, and processing areas.
  • Ability to lift up to 40 pounds occasionally.
  • Ability to perform field inspections and site visits.
  • Must be able to wear required Personal Protective Equipment (PPE).
  • Must comply with all installation safety requirements.
  • Ability to operate government or contractor vehicles when required.
