Credence has an immediate need for an Intelligence Capability-based Planning Technical SME to support our Air Combat Command (ACC) Intelligence Directorate (A2) program out of Langley AFB, VA.

The Intelligence Capability-based Planning Technical SME shall assist ACC and the USAF in conducting studies, analyses, and evaluations in support of tasks definition, acquisition, force modernization and research, and capability development activities. You will provide expertise in the development of the annual GIISR Mission Analysis related to the JADC2 Sensing Grid components of sensing, sense making, information integration and orchestration. You will use knowledge of and experience with analysis, specifications, design, development, implementation/integration, and acquisition of AF capabilities and systems requirements to assist the Government in developing and providing inputs to Scientific and Technical initiatives.

Responsibilities include but are not limited to the duties listed below:
  • Identify, evaluate, and integrate emerging multi-discipline ISR technologies and nonmaterial solutions in support of Service Core Function planning and programming.
  • Participate with, advise, and assist ACC A2, Cross Functional Support Team (CFST) lead integrator, leads GIISR's Sensing Grid components, and the ACC GIISR Weapon Systems Teams in varying aspects of capability-based operational requirement development, PPBES support, integration management, configuration management, training, and test and evaluation.
  • Develop, coordinate, and execute daily email updates, conference calls, and video teleconferences, as required, related to GIISR CFST activities to initiate development of Intelligence contributions to the annual mission analysis, prioritization of enabling technologies, and planning force initiatives.
  • Organize ACC A2 support to ACC A5/8/9-led capability development activities at the level needed to meet desired outcomes, including creation of JCIDS task documents such as Initial Capabilities Documents (ICDs), Capability Development Documents (CDDs), Capabilities Production Documents (CPDs), and other ACC-led studies and analyses, including Capabilities Based Assessments and Analyses of Alternatives.
  • Ensure compliance with relevant DoD, Chairman of the Joint Chiefs of Staff (CJCS), and Air Force Instructions regarding Intelligence supportability, materiel and non-materiel solutions, modeling and simulation, and cost analyses, including alignment with applicable strategy and planning documents.
  • Assist in developing and providing integration strategies in conjunction with ACC A5/8/9 Weapon System teams, ISR components, and acquisition agents to mitigate risks posed to operational ISR system components and assigned missions.
  • Support ACC A2 management and development of the biannual AF ISR Needs Analysis process and guide ACC staff and NAF efforts to document gaps in capability and capacity in accordance with instructions from AF process owners.
  • Integrate AF ISR Needs Analysis results into GIISR mission analysis and other Cross Functional Team activities.
  • Collaborate with other MAJCOMs to reduce duplication and encourage co-authoring of gaps that impact ISR operations across the Service.
  • Assist ACC in analyzing DoD policy and program documents for consistency, accuracy, and compliance with existing guidance, as tasked by ACC and/or HQ Air Force staff.
  • Support ACC CFST activities, as required, and provide substantive Intelligence contributions to planning choices and other Cross Functional Team deliverables.
  • Review empirical and qualitative assessments regarding technology and procedural impacts to current and programmed ISR systems, sub-components, tactics, techniques, and procedures (TTPs), and organizational structures, as tasked by ACC and/or HQ Air Force staff.


Requirements

Education, Requirements and Qualifications:
  • Active Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) required.
  • Bachelor's degree required and must have completed the Contingency Planning Fundamentals Course or equivalent.
  • Possess 20 years of experience operating within the GIISR enterprise, preferably with program management/planning experience and HQ MAJCOM staff experience.
  • A Subject Matter Expert is an individual whose qualifications and/or expertise are exceptional and/or highly unique. Typically identified as recognized Industry leaders for a given area of expertise. Subject Matter Experts typically perform the following kinds of functions: Initiates, supervises, and/or develops requirements from a project's inception to conclusion for complex to extremely complex programs; Provides strategic advice, technical guidance and expertise to program and project staff; Provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; Consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions.
  • Excellent written and verbal communication skills

Working Conditions and Physical Requirements:

Job may require the employee to be:
  • In a stationary position 50% of the time.
  • Able to ascend/descend stairs as required.
  • Able to move equipment not to exceed 25 lbs. as needed.
  • Availability to travel CONUS/OCONUS if required.
