Job Description

Duties

  • You will serve as the Section Head and will be the first level supervisor.
  • You will resolve complex issues that arise in situations where Information Security policy does not cover or appropriately address their individual circumstances.
  • You will develop policies and ensure the meet the intent and are in conformance with DON and DOD security policies and procedures.
  • You will conduct or support command level inquires and investigations into the potential loss or compromise of classified information.

  • This is a Security Professional Educational Development (SPeD) position and requires DoD certification. Selectee must obtain and maintain certification within prescribed timeframes. The certification required is Security Fundamentals Professional.
  • You will be required to obtain and maintain an interim and/or final top security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is a designated Critical Acquisition Position (CAP). You must sign a three-year tenure agreement prior to assuming the position unless a tenure waiver is approved.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Emergency-Essential. You will be required to provide immediate and continuing support to ensure the success of combat operations or the availability of combat-essential systems.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.
  • Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. You will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.
Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11/12 grade level or NO-03 pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
1) Interpreting and aligning complex organizational directives to ensure absolute compliance with Department of the Navy (DON) and Department of Defense (DOD) information security programs; 2) Leading the end-to-end development, implementation, and review of institutional policies for a comprehensive Classification Management Program; 3) Managing all strategic and operational aspects of a high-profile Foreign Disclosure Program to regulate the release of Critical Military Information (CMI) and Controlled Unclassified Information (CUI) to foreign nations and international entities; and 4) Achieving and maintaining vital Professional Security Certifications required to validate technical subject matter expertise and enforce risk mitigation protocols across multi-faceted security programs.

This announcement uses the STRL Mission Support direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
