CGI Federal is seeking a Senior Configuration Management Specialist providing a critical role in establishing, controlling, and maintaining the technical baselines that enable successful modernization of the Army's Next Generation Command and Control (NGC2) systems. This position ensures configuration integrity across engineering, data management, and fielded system baselines for a variety of ground combat systems. The Senior CM Specialist provides authoritative oversight of change control, documentation accuracy, and digital configuration processes, ensuring changes are properly reviewed, approved, and implemented. This role is essential to maintaining technical rigor and traceability for a high-visibility modernization program.
This position is located in Aberdeen, MD.
Your future duties and responsibilities:
Configuration Identification & Baseline Control
. Establish, maintain, and document system and subsystem configuration baselines
. Review engineering release documentation for accuracy, completeness, and proper authorization
. Ensure all design and technical changes are accurately reflected in configuration items and supporting artifacts
. Manage hardware, software, and documentation baselines throughout the lifecycle
Change Management & Process Control
. Administer and enforce configuration change control processes across all program teams
. Evaluate Engineering Change Proposals (ECPs), Requests for Change (RFCs), and related artifacts for impacts to cost, schedule, and system performance
. Coordinate and lead Configuration Control Boards (CCBs) and technical review working groups
. Ensure only validated, approved changes are integrated into technical baselines
Configuration Status Accounting
. Track and report status of all configuration items, documentation, and change actions
. Maintain traceability of changes through digital databases, CM tools, and audit logs
. Provide configuration metrics, audit results, and readiness reports to leadership
Audit & Verification Activities
. Lead Functional Configuration Audits (FCA) and Physical Configuration Audits (PCA)
. Support internal and external audits to verify configuration compliance and documentation accuracy
. Ensure all engineering and logistics documentation meets audit-ready standards
Data & Documentation Management
. Develop CM and Data Management Plans based on program requirements
. Manage technical documentation, interface control documents, drawings, and product structures
. Ensure CM documentation is current, controlled, and compliant with DoD standards
Integration & Collaboration
. Coordinate with engineering, logistics, quality assurance, test, and program management teams
. Support design reviews, integration events, and fielding readiness reviews from a CM perspective
. Ensure CM processes align

. BA/BS in Engineering, Computer Science, or a related technical discipline
. Equivalent experience acceptable per program requirements
. Up to 5 additional years of CM experience may substitute for degree
Experience
. 8+ years of Configuration Management experience within a Defense environment
. Experience evaluating engineering change impacts on system baselines
. Proven experience reviewing and managing engineering documentation and release processes
. Demonstrated ability to manage baselines, lead CCBs, and support major audit activities
. Experience with hardware and software CM processes across full lifecycle
Knowledge & Technical Skills
. Strong understanding of MIL-STD-973, EIA-649, or similar CM standards
. Proficiency with engineering documentation, drawings, product structure, and BOMs
. Familiarity with PLM tools or CM databases (e.g., PTC Windchill, CMPro, SLATE, JAMA, DOORS)
. Ability to interpret engineering data for CM control and traceability
. Experience supporting design reviews, change control processes, and technical audits
Communication & Leadership Skills
. Ability to lead cross-functional review boards and coordinate CM actions across technical teams
. Strong communication skills for presenting change impacts, CM reports, and audit findings
. Ability to work with engineers, testers, logisticians, and PMs to maintain configuration discipline
Desired qualifications/non-essential skills required:
Tools & Technology
. Experience with digital engineering environments and model-based configuration approaches
. Knowledge of version-controlled software repositories (e.g., Git), when supporting software-intensive systems
. Familiarity with automated workflow tools or CM dashboards
Industry & Program Experience
. Experience supporting C5ISR, Command-and-Control, or tactical military systems
. Familiarity with agile development environments and hybrid CM frameworks
. Experience supporting system fielding and sustainment activities
Certifications
. CM certification (e.g., CMII, CMCP, CMPIC)
. DAWIA Engineering, Logistics, or Program Management certification
. ITIL, Agile, or Lean Six Sigma certifications
Additional Skills
. Strong analytical ability to assess change impacts and configuration risks
. Experience creating CM documentation, SOPs, and process improvements
. Ability to mentor junior CM staff or support team-wide CM training

Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $62,900.00 - $139,300.00.
