Job Description Position Summary
ECS is seeking a Network Administrator - Journeyman to support the Army National Guard (ARNG) Enterprise Network Operations and Cybersecurity Support (ENOCS) program. In this role, you will serve as an Information Systems Security Officer (RMF) supporting Task 3 - Cybersecurity Operations Support - by executing and sustaining Risk Management Framework activities for assigned information systems across ARNG classified and unclassified environments. You will develop and maintain core RMF documentation, manage eMASS records, track POA&M remediation, validate security control effectiveness, and coordinate with system owners, ISSMs, engineers, and Authorizing Officials to help maintain compliant, auditable systems that support Defensive Cyberspace Operations - Internal Defensive Measures (DCO-IDM) across the DoDIN-A(NG) area of responsibility.

This position directly supports ARNG's mission to deliver secure DoDIN services to more than 120,000 users and approximately 141,000 endpoints across roughly 2,800 sites in 54 states and territories. The role contributes to mission continuity for Title 10 and Title 32 operations, mobilization readiness, domestic emergency response, and classified SIPRNet operations by sustaining authorization packages and continuous monitoring activities in accordance with DoD and ARNG cybersecurity policy. The technical environment includes eMASS-based authorization workflows, RMF artifacts aligned to NIST SP 800-53 Rev 4/5 and CNSSI 1253, and coordination across operational and cybersecurity stakeholders supporting the broader ENOCS cyber ecosystem.

Responsibilities
- Execute RMF activities for assigned information systems in accordance with DoD and ARNG cybersecurity policy and Task 3 cybersecurity operations requirements.
- Develop, update, and maintain RMF documentation, including System Security Plans (SSPs), Security Control Traceability Matrices (SCTMs), assessment artifacts, and Plans of Action and Milestones (POA&Ms).
- Maintain accurate and current authorization records in eMASS throughout the system lifecycle, ensuring required artifacts, approvals, and supporting evidence are properly documented.
- Support security control selection, implementation validation, and assessment coordination to help systems achieve and sustain Authorization to Operate status.
- Track remediation actions for identified findings and vulnerabilities, document status, and verify closure evidence to support an auditable cybersecurity posture.
- Perform continuous monitoring support by validating control effectiveness, updating security documentation, and aligning activities to approved risk thresholds and ongoing maintenance of authorization.
- Coordinate with system owners, ISSMs, engineers, and Authorizing Officials to address compliance gaps, prepare review packages, and support required approvals and inspections.
- Support RMF activities for both classified and unclassified ARNG environments, including systems that underpin SIPRNet and enterprise operations across the DoDIN-Army-NG area of responsibility.
- Collaborate with broader Task 3 cybersecurity operations personnel to ensure RMF data, compliance actions, and security artifacts remain aligned with 24x7x365 cyber defense, vulnerability management, and enterprise monitoring activities.
- Assist with audit, inspection, and review preparation by organizing evidence, maintaining traceability of security documentation, and supporting responses to findings from ARNG and DoD oversight stakeholders.

- Experience maintaining system authorization records and supporting artifact submission and updates in eMASS.
- Experience coordinating with system owners, ISSMs, engineers, and Authorizing Officials to resolve findings and sustain compliant system operation.
- Experience supporting continuous monitoring activities and validating security control effectiveness across the system lifecycle.
- Ability to track remediation activities, document compliance status, and maintain auditable records for inspections and assessments.
- Familiarity with NIST SP 800-53 Rev 4/5 and CNSSI 1253-supported authorization evidence and approval workflows referenced in the ENOCS environment.
Security Clearance: Active Secret (preferred)
- Experience supporting RMF and cybersecurity compliance activities in Army, ARNG, or other DoD enterprise environments.
- Experience supporting systems operating in both NIPRNet and SIPRNet or other classified and unclassified enclaves.
- Familiarity with continuous assessment and ongoing authorization activities aligned to ENOCS Task 3 cybersecurity operations.
- Experience coordinating RMF activities in environments supporting large-scale enterprise operations across geographically dispersed sites.
- Familiarity with STIG, IAVA, vulnerability analysis, and related compliance inputs that inform RMF maintenance and POA&M tracking.
