PURPOSE: Serves as a strategic advisor and program analyst, providing expert analysis and recommendations for the development, implementation, and oversight of comprehensive and innovative training programs for the J3 Directorate. Conducts rigorous program evaluations to ensure peak operational readiness and effectiveness in support of USSPACECOM's mission, managing all aspects of training and lessons learned program management and ensuring the highest standards of readiness. Provides objective assessments of training program effectiveness to inform senior leader decision-making and optimize training resource allocation. Directly supports the J37 TERA Division's mission of ensuring the operational readiness and effectiveness of the J3

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions- Management and Program Analysis (0343)
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of program evaluation methodologies, including quantitative and qualitative analysis techniques, to rigorously assess the effectiveness and efficiency of programs and initiatives in achieving organizational goals. This includes a deep understanding of data collection methods, statistical analysis, and the development of performance metrics to track progress and identify areas for improvement. Comprehensive knowledge of strategic planning principles, resource allocation methodologies, and organizational management practices to analyze needs, develop long-range plans aligned with strategic objectives, and effectively allocate resources (budget, personnel, assets) to optimize program outcomes.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the NH-03 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:Expert knowledge of program evaluation methodologies, including quantitative and qualitative analysis techniques, to rigorously assess the effectiveness and efficiency of programs and initiatives in achieving organizational goals. Exceptional skill in communicating complex analytical findings and strategic recommendations to diverse audiences, including senior leaders, subject matter experts, and external stakeholders. This includes the ability to develop and deliver persuasive presentations, facilitate collaborative discussions, and build consensus around organizational priorities. Demonstrated skill in leading and managing complex programs and initiatives, including planning, organizing, executing, and controlling program activities. This includes the ability to monitor program performance, identify risks and develop mitigation strategies, and ensure compliance with relevant policies and regulations. Ability to conduct rigorous data-driven analysis to identify program gaps, evaluate program effectiveness, and develop innovative solutions to improve outcomes. This includes the ability to apply statistical methods, data visualization techniques, and critical thinking skills to solve complex problems. Ability to influence senior leaders and stakeholders to adopt strategic recommendations for improving organizational performance and achieving strategic objectives. This includes the ability to build persuasive arguments based on data analysis, effectively communicate the benefits of proposed changes, and navigate organizational dynamics to achieve desired outcomes.

Duties:
- Serves as a key advisor to the J3 Directorate, providing expert analysis of training programs and policies to inform strategic decision-making and ensure alignment with overall operational readiness goals.
- Oversees comprehensive training needs analyses, leveraging strategic and operational data to pinpoint critical skill gaps and forecast future training demands, ensuring the effectiveness of training programs.
- Analyzes the execution of training programs, identifying areas for improvement and recommending adjustments to enhance effectiveness and ensure rigorous adherence to established policies and strategic objectives, contributing to J3 operational readiness.
- Develops rigorous performance assessments to meticulously evaluate training's impact on operational readiness, generating actionable insights for continuous program improvement.
- Leads Joint and external training collaborations, forging robust partnerships to drive continuous improvement in training effectiveness for J3 personnel and guarantee seamless interoperability with key allies and partners, enhancing operational readiness. Leads continuous process improvement initiatives within J3 training programs, leveraging program management principles to enhance efficiency, effectiveness, and responsiveness, ensuring agile and adaptable training solutions.
