Job Description

Position Description and Minimum Standards

Building Automation System (BAS) Technician assigned serves as the senior controls authority responsible for the integration, programming, operation, diagnostics, and lifecycle stewardship of direct digital control (DDC) and building automation platforms supporting mission-critical mechanical and electrical infrastructure.

This position requires the technical depth and manufacturer-level system familiarity consistent with advanced field technicians employed by major building automation system integrators and OEM service providers. The BAS Technician must demonstrate proficiency in enterprise-level platforms such as Siemens, Johnson Controls, or equivalent integrated building management systems, including controller programming, network architecture, graphical interface configuration, and field device commissioning.

This is not a basic controls role limited to setpoint adjustment. It is a mission-critical systems integration position requiring deep knowledge of HVAC sequence of operations, generator integration logic, alarm management, trending analytics, and performance optimization consistent with OEM service standards.

The personnel assigned to this position must possess and maintain an active Top Secret security clearance as a condition of performance.

Major Duties and Responsibilities

BAS Technician shall:
  • Operate, maintain, troubleshoot, and repair all Building Automation System (BAS) and Direct Digital Control (DDC) platforms supporting Central Energy Plant equipment, HVAC systems, lighting control interfaces, generator monitoring systems, and associated infrastructure.
  • Configure, program, and validate DDC controllers, supervisory controllers, field panels, relays, transducers, sensors, actuators, power supplies, and safety interlocks.
  • Interpret and implement manufacturer-specific programming logic, including sequence of operations for chillers, boilers, air handling units, cooling towers, pumps, VFDs, and emergency power systems.
  • Maintain and troubleshoot network communication protocols including BACnet, Modbus, LonWorks, and proprietary OEM communication frameworks.
  • Perform system diagnostics, trend analysis, alarm management, and performance optimization to ensure systems operate within manufacturer tolerances and design intent.
  • Conduct periodic calibration of sensors, transducers, and control devices including temperature, pressure, humidity, flow, and differential pressure devices.
  • Validate control loops, PID tuning parameters, and system sequencing to ensure stable and efficient operation under full-load and contingency conditions.
  • Coordinate BAS integration with fire alarm systems, including response to fire alarms and safe reset procedures when determined to be false alarms.
  • Support generator monitoring integration, load transfer sequencing, and power failure event trending through BAS platforms.
  • Maintain and validate system graphics, user interfaces, alarm thresholds, and access permissions consistent with site security protocols.
  • Execute preventive maintenance on HVAC equipment in coordination with mechanical technicians, ensuring control integration remains aligned with OEM requirements.
  • Document all changes, programming revisions, and calibration adjustments in the Government CMMS and maintain version control for software backups.
  • Provide technical support for system expansions, upgrades, and commissioning activities as authorized under task order scope.

Minimum Qualification Requirements

Education
  • Completion of secondary school or GED is required.
  • Completion of formal technical training in HVAC controls, automation systems, or related electromechanical disciplines is required.
  • Completion of structured training in DDC programming and building automation platforms is required.
  • Vendor-specific training in major BAS platforms (e.g., Siemens, Johnson Controls, or equivalent) is strongly preferred.

The successful candidate shall complete a minimum of twelve (12) hours of continuing technical education annually in controls programming, system integration, or cybersecurity as approved by the Facility Manager.

Prior Work Experience
  • Minimum of five years of experience in operation, maintenance, programming, and troubleshooting of building automation systems in large commercial, institutional, industrial, or mission-critical environments.
  • Demonstrated experience integrating HVAC systems including centrifugal chillers, boilers, pumps, air handling units, heat exchangers, and cooling towers into BAS platforms.
  • Experience commissioning DDC controllers and validating sequence of operations.
  • Experience integrating emergency generator monitoring and alarm logic into BAS systems.

Experience limited to residential smart thermostats, small packaged systems, or entry-level controls support does not satisfy the requirements of this position.

Job Knowledge Requirements

The BAS Technician must demonstrate:
  • Thorough knowledge of automated building systems architecture and supervisory control platforms.
  • Proficiency in programming and modifying setpoints, schedules, control loops, and interlock logic for computer and microprocessor-controlled building equipment.
  • Advanced knowledge of sensor troubleshooting, calibration, replacement, and validation.
  • Knowledge of digital and analog signal troubleshooting including 4-20 mA loops, 0-10V signals, and communication bus diagnostics.
  • Understanding of chiller plant optimization, boiler control strategies, economizer logic, and energy management sequences.
  • Familiarity with cybersecurity considerations in BAS networks operating in classified environments.
  • General working knowledge of HVAC mechanical systems sufficient to coordinate controls logic with physical system operation.

Manufacturer programming guides, integration manuals, and sequence-of-operation documentation shall serve as the governing standard for system configuration and troubleshooting.

Skills and Abilities

The BAS Technician must:
  • Troubleshoot and repair controllers, network communication failures, sensor drift, actuator malfunctions, and control loop instability.
  • Modify and validate programming in enterprise-level automation platforms.
  • Utilize diagnostic software, handheld test sets, laptops, and monitoring equipment to validate system performance.
  • Analyze trend data to identify inefficiencies, control instability, or equipment degradation.
  • Work in mechanical rooms, electrical rooms, rooftops, and confined spaces as required.
  • Perform work at heights exceeding thirty feet where necessary.
  • Maintain proficiency in standard business and technical software platforms including Windows-based systems, Excel, Outlook, and reporting tools.

The BAS Technician must demonstrate strong analytical capability, disciplined documentation habits, and the ability to work independently in secure and potentially austere environments.

Security Requirement

An active Top-Secret clearance is mandatory. The BAS Technician must be eligible to work within controlled access areas and manage control systems supporting classified operational spaces.
