Job Description

Markon is seeking a Facility Condition Assessor to support one of our Intelligence Community customers. This individual will assist in conducting Facility Condition Assessments that will result in a Facility Condition Index (FCI) for a building and System Condition Index (SCI) for each system, including roofing (where applicable), piping, HVAC, electrical, lighting plumbing, fire protection, fire alarm, architectural, security system, structural systems, life-safety systems, and specific sub-elements within each system. In addition, the assessment will cover utility infrastructure systems, including equipment and distribution systems for site power, water, sanitary, storm, unclassified telephone, HVAC and chilled water piping and plumbing systems. While conducting the assessments, the individual will create an itemized inventory to include asset make/model/serial number when such information is easily observed. This individual will assist the government with loading assessment and inventory data into a CMMS (ARCHIBUS). Finally, the assessor will work with the client Program Management Team (PMT) to complete a final report detailing the facilities assessed.

Responsibilities

Facility Assessment Responsibilities:

  • Take photographs of physical site, equipment assets, and any observable deficiencies or issues.
  • Create an itemized inventory to include make/model/serial number when such information is easily observed.
  • Record details about any observed condition/equipment degradation.
  • Document ADA or other building code compliance discrepancies.
  • Record detailed equipment lifecycle information when available/provided (installation date, commission date, major equipment upgrades, etc).


Reporting/Data Responsibilities:
  • Compose a detailed description of the facility and grounds as assessed.
  • Calculate the Plant Replacement Value in accordance with DoD standards.
  • Calculate the Facility Condition Index in accordance with ODNI/DoD reporting.
  • Compile a list of inventoried assets and their anticipated lifecycle and renewal periods. All items will include but not limited to; Criticality Codes, Requirements Priorities, and all assets will utilize UNIFORMAT II standards.
  • Maintain detailed list of prioritized projects based upon the assessment and in conjunction with the PMT, recommending executable projects and the timeline for execution.
  • Coordinate with PMT and data management/knowledge management teams to input relevant data into client CMMS system.


Qualifications

  • TS/SCI clearance with CI Polygraph
  • Bachelor's degree with 15 years of experience, or 19 years of relevant experience with no degree
  • Mechanical and/or Electrical background/experience
  • Experience with CMMS or other facility inventory systems to include data input
  • Facility condition assessment experience or similar assessment activities
  • Strong communication skills across functionally diverse teams
  • Strong understanding of CAD drawings/floor plans/one-line diagrams


Desired:

  • Experience with ARCHIBUS 23.2 or 25.3
  • Experience with BUILDER (DoD or ODNI)


Salary Range

USD $140,000.00 - USD $155,000.00 /Yr.

Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
