Position Title: Legislative Affairs Senior Analyst

Summary:
Echo Five Group (EFG) seeks a highly qualified Legislative Affairs Senior Analyst to provide onsite support to a Department of Navy (DoN) customer. This full-time position focuses on congressional coordination, legislative analysis, policy tracking, testimony development, and executive briefings related to manpower priorities and other high-visibility initiatives.

What You’ll Do:

- Monitor legislation, congressional reports, and oversight products that affect DoN manpower policies and programs.
- Prepare, review, and coordinate congressional testimony, briefing materials, talking points, issue papers, and leadership read-aheads on manpower-related topics.
- Draft, track, and coordinate responses to congressional taskers and requests for information, ensuring accurate, timely submissions.
- Coordinate the development, review, and submission of legislative proposals, including timelines, formats, amendments, briefings, and supporting documentation across DoN, Marine Corps, and DoD stakeholders.
- Maintain and refine internal processes and repositories for legislative proposals and related materials (issues, statements, information papers, and briefings).
- Prepare supporting materials such as policy updates, budget rollout products, program narratives, and executive summaries for senior leadership.
- Coordinate with congressional staff, and financial management stakeholders on information requests, scheduling, and congressional engagements.
- Build and maintain effective working relationships across stakeholder organizations, including DoD representatives, to support timely, accurate, and well-coordinated deliverables.
- Support recurring meetings and senior-level engagements by preparing background materials, status updates, and issue summaries.

What We’re Looking For:

- Experience in legislative affairs, congressional affairs, government relations, public policy, or a closely related field.
- Strong written and verbal communication skills, including experience preparing materials for senior leaders.
- Ability to analyze legislation, oversight activity, and policy issues and translate findings into clear, actionable recommendations.
- Experience drafting or coordinating testimony, legislative proposals, congressional responses, or executive-level briefing materials.
- Strong organizational skills and attention to detail, with the ability to manage multiple deadlines and high-visibility actions in a fast-paced environment.
- Experience coordinating across multiple offices and stakeholders to support timely, accurate deliverables.
- Proficiency in Microsoft Word, Excel, and PowerPoint.

Department of Defense (DoD) and/or Department of the Navy (DoN) experience preferred.

Work Location:
This position is fully onsite at the Pentagon, five days per week.
